The Procurement and Supply Chain (PSC) Division of Consumer Protection and Government Services is seeking an experienced professional to fill the Policy and Process Analyst Trainer position.

This division sets the strategic direction, policies, and processes for procurement and supply chain related functions across government. PSC provides a vital link between vendors and the Manitoba government's purchasers of goods and services.

Qualifications:

Essential:


  • Postsecondary education, preferably at the Masters level, in economics, political science, public administration, business administration or a related field. An equivalent combination of education and experience may also be considered.
  • Experience developing methodology and evaluation criteria for policy analysis and researching and developing recommendations on policies and processes.
  • Experience in project management or leading projects.
  • Experience developing and delivering training for adult learners.
  • Strong written communication skills to write clear, concise documents for different audiences, including senior government officials.
  • Excellent verbal communication skills with the ability to clearly present complex issues to internal and external stakeholders.
  • Strong political acumen to navigate complex and sensitive issues with tact and diplomacy.
  • Excellent organizational and time management skills to adapt to changing priorities and meet deadlines.
  • Strong interpersonal skills to develop and maintain positive working relationships with internal and external stakeholders.
  • Proficiency in the use of Microsoft Office (Word, Excel, Outlook, PowerPoint), SharePoint or similar software.

Desired:


  • Experience in procurement, preferably in the public sector.

Duties:


The Policy and Process Analyst Trainer researches, analyzes and creates recommendations for procurement policy and process development and improvement to reduce risk exposure and improve compliance across Manitoba government and the broader public sector.

This position is responsible for developing and delivering training on procurement policies and processes.

Also, the incumbent is expected to lead collaboration with stakeholders from across government and the public sector on procurement issues.

The Policy and Process Analyst Trainer also prepares, reviews and edits documents such as policy and process manuals, position papers, submissions, briefing materials, special reports and other materials for senior government officials for decision-making, presentations and informational purposes.

The Policy and Process Analyst Trainer is responsible for developing and delivering training on procurement policies and processes.
