Manager of Purchasing Services

The Manager of Purchasing Services provides leadership and guidance to a Purchasing team who manage the sourcing and procurement of goods and services in accordance with industry best practices and current legislation while ensuring compliance with DSBN policies and procedures.


The Manager of Purchasing Services is accountable and responsible to manage and administer Purchasing, including planning, directing, and coordinating all staff to meet the needs of senior administration, schools, departments, the general public, and the government, ensuring that all activities align with the Board's Operational Plan in achieving student success.


  • Exemplary leadership skills and the ability to prioritize and successfully complete projects with conflicting deadlines.
  • Proficiency in data analysis.
  • Effective communication skills, including report writing and presentation skills.

Duties and Responsibilities:


  • Manage requests for proposals and tenders for major purchases and capital projects including need assessments, committee selection, document development, vendor selection, interview, evaluation, and award.
  • Monitor technical trends, developments, and advances in the areas of procurement, strategic sourcing, vendor qualification, purchasing systems, and public tender processes and make recommendations for improvements based on analyses of data.
  • Communicate to and provide guidance and expertise to staff at all levels of the Board for areas of responsibility to ensure consistent messaging and understanding of available supports and services.
  • Provide professional, frontline contact with the public, vendors, and other government agencies and officials.
  • Prepare reports for Senior Administration and Trustees.
  • Provide recommendations to Senior Administration to improve customer service and promote student achievement.
  • Establish departmental objectives, priorities, and deadlines, identify opportunities for change in business processes, and develop and manage departmental operating budget.
  • Supervise direct reports by assigning work, setting schedules, resolving problems, and identifying appropriate individual goals aligned with individual capabilities, work requirements, and the School Board's vision and strategic plan.
  • Manage and oversee areas of responsibility to provide a costeffective and efficient service to address the needs of schools and students.
  • Other duties as assigned.

Qualifications required include:


  • College or University degree in Supply Chain Management, Business Administration or Commerce.
  • Minimum of five (5) years' experience in purchasing.
  • Minimum of three (3) years in a supervisory or management capacity.
  • Certified Professional Procurement Office (CPPO) or Certified Supply Chain Management Professional (CSCMP).
  • Proven supervisory experience with strong leadership, mentoring and team building skills.
  • Proven conflict resolution skills and the ability to develop a culture of high trust, collaboration, and engagement.
  • Strong written, oral, and interpersonal communication skills.

Salary range:
$97,667 - $114,231
**. Includes a comprehensive benefit plan. This is a full-time, 12-month, 35 hour per week position and is part of the Board's union-exempt Administrative Management Group.
