The Opportunity


Reporting to the SGP Contracts Manager, this role is primarily responsible for supporting the contracts for the following scopes of work for the Project: onshore pipelines, facilities and landfalls, land, permits, and environment.

This role will work with TC Energy Employees and is a member of the Supply Chain, Southeast Gateway Project team.


As a Supply Chain Contract Analyst/Contract Administrator, you will work with other members of the Supply Chain team, Business Unit (BU) representatives, and other stakeholders to ensure that all contracts, amendments, and changes to contracts are properly prepared, executed, registered, stored, and accounted for, including a focus on contract details such as correct rates and eligibility, approved work releases, change orders, and scopes of work are followed.

This position will administer contracts to capture maximum commercial value and supplier / contractor progress performance issues are resolved and documented.


This position may also be required to perform contract activities associated with the development and formation of site awarded contracts, including, but not limited to, the prequalification and bid processes, request for proposals, evaluation of proposals, bid clarifications and contract negotiations, recommendation for award, and final formation of contracts.

What you'll do


Contract Administration- As part of the project team, ensure project goals are achieved- Be the primary point of contact for all matters related to the assigned agreements- Provide sound supply chain management advice, guidance, and strategy support to Project team and SC leadership, including project risk identification and mitigation- Monitor the issuance and receipt of contract documents and deliverables, and their revisions, as they occur- Maintain contract filing system and adhere to all Document Control processes and procedures- Prepare formal correspondence to contractor(s) for review and approval by Project Manager and/or Site Construction Manager- Review and ensure appropriate distribution of correspondence pertaining to agreement terms and conditions- Create and maintain weekly internal SC reports for assigned agreements- Attend, create minutes of meetings, and maintain records of all weekly progress meetings, and other meetings as required- Verify Contractor's progress payment invoices based on approved work performed- Review and circulate for approval milestone payment certificates- Initiate or expedite Change Orders including identification of work scope and development of price and schedule impact; including the completion of any supporting approval documents- Lead, review and vet potential cost and schedule impact from contractors in accordance with policies, procedures, and the signed agreements- Review and evaluate Contractor's requests for additional compensation or extension of time in consultation with Project cost and schedule personnel; prepare assessment of entitlement for approval by Project Manager and/or Site Construction Manager- Log, review, and evaluate contractor request for changes, and facilitate prompt communication to their resolutions in accordance with established change procedures- Initiate or receive change documents through Document Control or an electronic change management tool as applicable- Prepare notices of completion and close-out documentation- Assist the Claims team and Claims Analysts in the analysis of claims, prepare summary reports for entitlement and collaborate with Project personnel in determining root cause, where applicable.- Identify issues, risks, and improvement in the contract administration process as the Project moves forward- Ensure relevant Company policies, processes and procedures are adhered to- Effectively collaborate with internal stakeholders, as required (i.e.

Legal, Counter Party Risk, Accounting, etc.)- Frequent engagement with multiple internal and external stakeholders at various levels of leadership.

Sourcing & Contracting (as applicable)- As the need arises, manage sourcing activities from strategy to contract execution, demonstrating a thorough understanding the various commercial models available and the criteria for evaluation of bidders, ensuring effective and timely formation of project RFx's and contracts- Develop agreements, release orders and purchase orders, that drive value for money within acceptable risks and in accordance with SC Policy & Procedures and approved contracting strategies- Interact with SC leader(s) BU stakeholders, other SC Departments, other TC Energ
