Our Rapid Transit - Maintenance Delivery Signals office is looking for a Manager, Signals, to oversee the rehabilitation and maintenance of all railway signal infrastructure and associated assets including managing railway signal contractors, overseeing capital rehabilitation projects, liaising with host railway companies, government agencies, and authorities, to ensure a safe and reliable system.


What will I be doing?

  • Plans, develops, manages and implement the maintenance and capital rehabilitation contracts from initiation to closeout (e.g. preparation of contract documents, contract, change management, monitor and control, closeout) required for signal and communications systems along the owned railway corridor to support customer service and revenue generation objectives.
  • Recommends infrastructure improvement programs for host railways and owned rail corridor assets.
  • Oversees contractor compliance with contract provisions, and monitors contractor compliance with safety, quality, environmental, budgeted costs, and schedule performance.
  • Work with the Engineering and Asset Management (E&AM) department in the design, procurement, and installation of new technologies and the development of capital improvement programs and Asset Management Plan for major component replacement, refurbishment and modification of signals and communication assets to ensure reliability and maintainability.
  • Provides expertise in the development of internal policies, procedures and processes for asset management plan and participates in the development of performance measures, targets and program deliverables.
  • Liaises with regulatory entities and key stakeholders to align and comply with prevailing safety regulatory policies and best practices, and provides updates regarding emerging issues.
  • Develops and sustains positive working relationships with all parties affected by signal rehabilitation activities (e.g. tenant operators, communities, Transport Canada, municipalities, road and conservation authorities).
  • Work closely with all stakeholders (e.g., cross functional business teams, external partners, and vendors) to establish, maintain, and strengthen relationships, build crossfunctional relationships, and liaise with internal departments regarding operational issues or improvements.
  • Work with contractors and vendors in liaison with the Rail Corridor Access and Control department to plan work block and track access, and required deliverables in line with the Rail Corridor Access process.
  • Participates in contract negotiations with rail corridor asset management providers to ensure services encompass all necessary provisions and contingencies, cost effectiveness, and safe practices.
  • Establishes, prioritizes, and controls signal rehabilitation programs to ensure regulatory compliance and minimize transit schedule delays resulting from adverse signal infrastructure conditions.
  • Develops and executes internal and external management control systems to maximize safety, ensure environmental sensitivity, and promote expense accountability.
  • An On call rotation is required to support operational needs, a potential for various shifts may be required.
  • Manages and monitors capital and operating budget and expenditures allocated to signals and communications corridor rehabilitation and maintenance program to ensure appropriate cost control and to proactively manage variances and identify cost saving opportunities and areas for improvement.
  • Monitors progress to ensure that program objectives are delivered on time and within budget, and that anticipated business results are achieved.
  • Reports safety issues, unsafe conditions, and suspected security breaches that may occur throughout the network to the appropriate authorities to mitigate corporate risk.
