Position Summary
The City of Regina has an exciting opportunity for a Financial Administration Business Systems Analyst.

This position provides technical and accounting support for the systems, business processes, and interfaces within the Finance Department which provides Purchasing, Financial services and Corporate Accounting services to the City's major operating and Real Estate Department.

This position is responsible for key aspects of the development and management of various financial accounting and client systems, ensuring accurate and efficient payment processing for the corporation, business processes, daily banking functions and interfaces including assessing client needs, mapping/documenting systems and business requirements, and developing and implementing suitable software/technology and other business solutions.

Duties & Responsibilities

Provides technical support and training of the various systems and business processes including overall performance, troubleshooting, modification, improvement and maintenance.

Develops and maintains documentation of departmental standards and procedures for the operation of the various systems and interfaces, including the related business processes and internal controls.

Provides corporate and payment banking duties including leading related projects.

Identifies management reporting needs and creates complex reports using reporting tools, particularly for reports requiring data from more than one system.

Develops project plans for assigned projects, monitors and reports on project status as required.

Identifies implications of major system upgrades and develops and implements modifications to existing financial system, business processes and interfaces through modifications to parameters, coding structures, existing processes and limited programming.

Acts as a liaison with the Technology Department and other departments where required and participates in special studies, projects, upgrades, etc.

Identifies the current and future state for business processes to ensure technology solutions match the business requirements.
Performs related work as required. Knowledge, Skills & Abilities
Thorough knowledge of computerized financial and operating systems.
Thorough knowledge of accounting principles and practices, in particular Municipal
Government accounting.
Thorough knowledge of corporate banking and point of sale solutions

Thorough knowledge of systems analysis, design and installation; each area will require knowledge specific to that area which could include a general knowledge of computer programming or Tangible Capital Asset reporting.

Thorough knowledge of principles of organization, management and administration.

Ability to communicate effectively both orally and in writing demonstrating tact and diplomacy in order to establish effective working relationships.
