The Property Taxation Branch (PTB) is responsible for the effective and efficient administration of provincial property tax and benefit programs on behalf of the Ministry of Finance, including rural property tax, property transfer tax, speculation and vacancy tax, home owner grant and property tax deferment.


The Policy Team is part of a broader group composed of the Training Team and the Systems, Operations, Planning & Support Team within PTB.

The Manager of Policy reports to the Director, Policy, Training and Operations who is responsible all three areas.


The Manager of Policy provides leadership to a number of highly trained staff on the Policy Team and through liaising and working cooperatively with other branches in the Ministry.

The Manager of Policy assists with setting priorities and managing resources to enable the Policy Team to fulfill its function.


Job Requirements:


  • University degree in Law, Public Administration, Business Administration, Economics or Commerce or similar field and a minimum of four (4) years of related experience*; OR
  • An equivalent combination of related experience* and education may be considered.
  • Related Experience includes the following:
  • Minimum of four years' experience working in a policy and/or legislative environment providing independent research, analysis and advice on complex issues, including evaluation of options and recommendations in real world situations.
  • One year of minimum relevant experience in a tax administration environment undertaking policy development, or statutory interpretation functions or a combination thereof.
  • Experience in legislative drafting required.
  • Experience providing effective leadership to staff to meet objectives.
  • Experience analyzing complex issues, including legal issues; providing strategic guidance and advice to senior management.
  • Demonstrated experience working effectively with internal and external stakeholders.


Preference may be given to applicants with management/supervisory experience, preferably in a tax administration environment.-
About this Position:This is a temporary opportunity until 09/30/2024.

This temporary opportunity may become permanent.- Employees of the BC Public Service must be located in BC at the time of employment.
