Halifax Port Authority ("HPA") requires:

Port Asset Manager


Reporting to the Port Planning Director, the Port Asset Manager is responsible for the development, implementation and maintenance of an infrastructure asset management system based on ISO 55001 and risk-based principles for all fixed HPA assets.

The incumbent will record and catalogue port infrastructure, determine asset replacement, life extension, and maintenance strategies based on industry best practices, and provide planning support to the Infrastructure and Planning team so routine maintenance can be budgeted and completed.

The Port Asset Manager is to ensure port assets are strategically managed in the most efficient and sustainable manner while conforming to the guiding principles of the Halifax Port Authority.


Accountabilities

  • Lead the development and implementation of an asset management system in alignment with ISO 5500x standards and existing internal policies.
  • Liaise with crossdepartmental teams to determine asset baseline conditions, performance requirements, expected levels of service, and reporting metrics.
  • Performs firsthand inspections and investigations to determine the condition of HPA Infrastructures or supports internal personnel or supervises external 3rd parties to conduct these inspections.
  • Oversees implementation of condition assessment program. Create and update asset lifecycle strategies. Work with Infrastructure Projects and Asset Maintenance departments on repair and replacement strategies.
  • Performs ongoing asset data cleansing and enrichment activities to support the continuous improvement of asset data quality and accuracy.
  • Assists in development, implementation, and upkeep of Strategic Asset Management framework.
  • Inputs and analyzes inspection and asset condition data in GIS Database, under HPA's Strategic Asset Management framework.
  • Strives to minimize or eliminate impacts on the Port's operations, tenants, and the public by having the right assets serviceable when needed.
  • Establishes asset management best practices and provides training and guidance to endusers on asset data management processes, asset data collection and maintenance strategies.
  • Develops processes and procedures to ensure all new assets are recorded in the asset management system and new inspection and maintenance programs are implemented.
  • Develop and implement a method to communicate the status of assets through existing Microsoft 365, GIS tools so that any employee at HPA can quickly check on the condition of an asset and have the database usable for business / operations decisions.
  • Provide continuous support for the daytoday activities of the Planning Team.

Education and Experience

  • Postsecondary education such as a Diploma in Civil Engineering Technology (CET), Construction Management Technology CMT, Facilities Management or equivalent education or experience in a related to the Asset Management field.
  • Minimum of 57 years' experience in a related industry where the value of riskbased asset management was realized for the greater efficiency of the business, such as managing a facility, plant, site, or infrastructure maintenance projects.
  • Ability to read and interpret technical drawings, specifications, applicable codes, and standards is essential.
  • Experience in basic AutoCAD and GIS (Geographical Information System) are required.
  • Understanding of surveying equipment such as total stations, GNSS and how to capture simple georeferenced asset data would be a benefit.
  • Experience with Microsoft suite of software such as SharePoint, Teams, Visio, Power BI, Project etc.
