Operations Centre Officer
This position reports to the Director, Marine Operations & Deputy Harbour Master.


The Operations Centre Center Officer is responsible for the daily management, monitoring, reporting and operation of HPA facilities, with junior personnel reporting to them.


This position manages marine, security and road/rail operations duties with support and guidance from the Harbour Master and the Deputy Harbour Master.


In the absence of the Harbour Master and Deputy Harbour Master; they are delegated authority to act as a liaison between various departments of the Halifax Port Authority (HPA), various external stakeholders (Agents, Pilots, Tugs, Shipping Lines, Ship Master, rail, stevedores, other service providers, emergency services, i.e., and fire, support to information management systems etc.).


This position manages initial response to emergency activities within the Port of Halifax within the OPCEN and Emergency Coordination Centre, as well as routine operational activities during days, evenings and weekends, 365 days a year.


The Operations Centre Center Officer is also responsible for various administrative tasks such as policy updates, reviewing and implementing operating procedures, personnel management, permit approvals, declarations of security, and the management of the harbour schedule.


Education and Experience
Operations Centre, Regional Operations Centre, Information and Management Communications Centre or Maritime Command Component Desk Officer is required.

Mariner experience an asset.

Writing and reviewing reports, generating standing operating procedures, manuals, and other personnel related administration.

Experience as a Supervisor or Watchkeeper in a Maritime Security Operations Centre, Regional Operations Centre, Information and Management Communications Centre, or Maritime Command Component Desk Officer

CAF career course or similar civilian equivalents that covers operational planning such as the Army Operations Course (AOC), the RCN Operations Room Officer (ORO), Surface Warfare Directors or Snr NCM Combat Operator Course,

Proven managerial skills

Good analytical, problem solving and organizational skills

Good judgment and tact in dealing with sensitive issues and confidential information

Possess a valid Class 5, or equivalent driver's license.

Bilingual - English and French is required.


Accountabilities
***Deconflicts arrivals and departures with services from Atlantic Pilotage Authority and/or Tug Services and direct vessel priorities for service.

Manages and coordinates awareness of all marine activity via PortControl, radar, AIS, cameras, and other internet tools.

Manages and directs reports. Sets achievable goals, develops their skills for a Junior Operations Coordinator, and reports on their performance.


Ensures procedures for transportation and storage of dangerous goods and explosives within port limits are maintained and monitors compliance with such procedures.

Ensures continuous monitoring of vessel movements within the Port, including the assigning of berths and anchorages.

Oversees tracking fluctuations in tides and weather conditions affecting marine access to port facilities. Informs internal, external, and customer partners of access constraints and recommends mitigation measures.

Ensures that information necessary for billing is properly recorded via PortControl


Assists in the smooth and efficient turn-around of all vessels calling on the Port by working closely with shipping agents, Federal, and local partners.
