This comprehensive role as Land Development Manager requires the individual to engage in various stages of the development process in order to achieve project goals and corporate goals as set by senior management.


In this role, you will:


  • Complete property research, such as planning reviews (Official Plan, zoning, Committee of Adjustment and urban design), property roll assessments, Ontario Municipal Board decisions, Heritage Status, parkland dedication.
  • Utilize all relevant municipal policies relevant in the assessment of potential development/redevelopment opportunities.
  • Use research to provide input for highest and best use recommendations, understanding of surrounding development approvals and trends, to facilitate decisionmaking for property acquisition and during the development approval and permitting processes.
  • Conduct site visits, as required.
  • Manage Site servicing schedules and budgets.
  • Review and analyze municipal planning initiatives and new policies, and prepare internal reporting for circulation.
  • Monitor and report on relevant industry issues as well as project related issues at City Council, Community Council, Committees of Council and Public Meetings.
  • Perform and manage due diligence activities.
  • Conduct market research in order to develop an understanding of competing developments and to assist the Department to develop and maintain an accurate picture of development occurring citywide.
  • Coordinate and manage Project Consultant Team to obtain required submission materials on time and within budget.
  • Negotiate or assist in negotiating relevant agreements pertaining to, municipal undertakings and related permits (e.g. site plan agreements, parkland dedication agreements, Section 37 Agreements, condominium registration, tieback agreements, permits, etc.).
  • Preparation and coordination of Project Team for Ontario Municipal Board Hearings, as required

We would like you to have:

Education:

A post secondary education with a focus on Engineering or Planning; College Diploma (Civil Technologist) or University Degree (Urban Planning Program, Engineering and/or, related discipline).


Experience:
A minimum of - 8 years of previous planning/development experience with a developer, consultant or municipality.


Skills, Knowledge and Abilities:

  • Microsoft Office (Excel, Word, PowerPoint), Outlook.
  • Knowledge of MS Project or similar scheduling programs.
  • Knowledge of AutoCAD is an asset.
  • Knowledge of the current City of Ottawa Official Plan, Zoning Bylaws and development processes and policies.
  • Knowledge of Ontario planning legislation, in particular the Planning Act.
  • Knowledge of the planning process and planning theory.
  • Negotiation and mediation skills.
  • Analytical, research and report writing skills.
  • Strong interpersonal, communication, and presentation skills.
