Posting Title- FO 21R - Financial Systems Officer- Position Classification- Financial Officer R21- Union- GEU- Work Options- Hybrid- Location- Vancouver, BC V6B 0N8 CA (Primary)- Salary Range- $63, $72,142.65 annually- Close Date- 5/24/2023- Job Type- Regular Full Time- Temporary End Date- Ministry/Organization- BC Public Service -> Children & Family Development- Ministry Branch / Division- Corporate Operations Support/Business Planning & Financial Systems- Job SummaryFinancial Systems team within the Business Planning & Financial Systems Division, the Corporate Operations Support Branch, is responsible for supporting the COS-Branch with custom IT solutions inside a scope of finance and accounting data management systems and analysis.

The Corporate Operations Branch delivers a range of services to the Service Delivery Division through four key business areas, including facilities, assets and administration; financial operations and systems, financial reporting and forecasting; and analysis and decision support.


The Ministry of Children and Family Development provides services that support healthy, safe environments where children are connected to their family and community.

The 13 SDAs of the ministry have a total expenditure budget of over $900 million.

Service Delivery Management Clients include an ADM and Senior Executive, 13 Executive Directors of Service, 47 Community Service Managers, providing service through 190 offices.

The Financial Officer - Reporting and Systems is a member of the team responsible for the development and ongoing maintenance of the business intelligence tools and management systems for financial and performance data analysis and reporting systems to support this client group.


Generally responsible for providing:

  • Developing and maintaining business intelligence tools for supporting the financial management of staffing and salaries, contract management, and supplementary reporting systems.
  • The financial management includes forecast reporting, Expenditure Analysis, and Budget Planning.
  • These systems currently include a staffing management system that tracks and reports 3,000 Employees and $330M in salary expenditures, a Contract Management Data Base that tracks and reports up to 2,200 contracts and $1,500M in contract commitments, and other Management and Reporting Systems.
  • These systems are both integrated into overall staff management and administration, financial and contract administration and financial reporting for Service Delivery.
  • Developing and maintaining business intelligence tools to support accounting operations performance management and other schedules to support the broader Financial Management and Information System (FMIS).

Job Requirements:


  • Degree in Business Administration or Accounting and a Minimum 3 years current (within the past 7 years) and progressive experience in a financial management with a large or medium size corporation or government organizations.
  • A Diploma in Business Administration or Accounting, with a Minimum 5 years current (within the past 7 years) and progressive experience in a financial management with a large or medium size corporation or government organizations.
  • Experience in financial planning, reporting & analysis, budget management, and systems software information management solutions or Business Intelligence Tools.
  • Experience developing and reviewing business process and account control policy and procedures and identifying improvements and working with various stakeholders and partners to implement changes.
  • Must possess and maintain a valid Class 5 BC Driver's License with no restriction or equivalent (i.e. from another Canadian Province).

Preference may be given to applicants with 1 or more of the following:

  • Project Management experience, particularly in the area of financial reporting and data information management.
  • Education in computer or information systems.
  • Experience in developing/designing templates/business models using MS Excel / MS Access / VBA
