knowledge and direct work experience with large complex projects including Pumping Stations and Trunk Sanitary Sewers?

What you will do in this role:

  • Manages large complex capital projects (budgets typically greater than $10 million/project) involving Pumping Stations and Large Diameter Trunk Sanitary Sewers
  • Manages the selection and procurement process for major equipment and assessment of new technologies
  • Defines project objectives, scope of work, key stakeholders, roles and responsibilities, key deliverables, design approach, detailed requirements, proposed stages and schedules
  • Identifies project risks and mitigation strategies
  • Prepare terms of reference, tender documents for contracts, requests for proposals and evaluate detailed proposals
  • Negotiate with public utilities, conservation authorities, local municipal representatives, provincial and federal agencies to secure required permits and approvals
  • Completes Environmental Assessment, design, assessment of new technologies/materials, selection and procurement of major process equipment
  • Liaises with other departments, divisions and sections within the Region as well as with Regional Councillors, external agencies, municipalities and the public
  • Negotiates project changes in scope and related extras to minimize Peel's financial risk while maintaining the quality and schedule of the project
  • Regularly maintains and enhances knowledge on emerging issues, new technology, changing standards, codes and regulations, internal policy and procedure changes, and innovative products, services and practices
  • Assists in the preparation and development of the annual capital budget by identifying new business requirements, infrastructure needs, and process or practice improvements

What the role requires:


  • Undergraduate Degree in Civil Engineering plus a minimum of 5 years of direct work experience planning, designing and constructing municipal infrastructure including wastewater pumping stations, and large diameter trunk sanitary sewers
  • Thorough knowledge of wastewater design practices, codes and standards
  • Combination of education and experience may be considered
  • Demonstrated financial experience to prepare cost estimates and manage budgets

Skills/Abilities:


  • Highly effective interpersonal skills to negotiate and resolve emerging conflicts with staff, contractors, suppliers, residents, councillors and other stakeholders
  • Superior verbal and written communication skills including report writing and facilitation of working groups
  • Ability to present project updates to a variety of stakeholders
  • Diplomatic, tactful and strong time management skills
  • Strong organization and analytical skills
  • Proficiency in Microsoft Word, Excel, Microsoft Project and Outlook
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias
