Currently, Bissell Centre is looking for the right individual to fill the position of
Team Lead (FT) in the Encampment to Housing program.


Duties and Responsibilities

Program Delivery

  • Oversee service delivery through service plans for all participants. This includes facilitating weekly Intensive Case Management meetings.
  • In collaboration with internal and external stakeholders, develop creative and individualized housing solutions for community members with varying degrees of complexity and need.
  • Liaise with and support stakeholders such as: funders, other social service agencies, community groups, health agencies, law enforcement, etc.
  • In collaboration with the Manager, develop and implement an annual operational plan, including goals, objectives, and timelines.
  • Monitor and evaluate program delivery and quality on an ongoing basis.
  • Assist the Manager with recruitment of staff. Oversee orientation, training, and day to day supervision of Housing, Outreach and Follow Up Support Workers.
  • Monitor, approve and submit receipts for monthly program expenditures.
  • Attend meetings with our funder and the community at large.
  • Provide direct client support and critical incident support as needed
  • Other duties as required.

Supervisory

  • Recruitment, hiring, orientation, training, and daytoday supervision of direct report staff
  • Biweekly supervision meetings with direct reports to ensure they meet their targeted goals, program delivery and submission of report within the set timeframe and guideline
  • Review, approve and submit staff time sheets and expenses
  • Approve and monitor staff overtime, health maintenance and vacation leaves
  • Facilitate regular staff meetings to inform, plan, direct and hear staff concerns
  • Complete probationary evaluations and annual performance reviews of all staff in collaboration with Team Leaders

Financial

  • Implement and monitor program budgets
  • Monitor, approve and submit claims for program expenditures
  • Explore opportunities for additional funding to support diversion work
  • Work collaboratively with Resource Development and funders as required

General and Administrative

  • In collaboration with frontline staff, ensure accurate case management notes, written file notes, program information, statistics and critical incident reports are completed
  • Train staff to use, and provide ongoing oversight, of Efforts to Outcomes (ETO), a database used to monitor and evaluate program efficacy
  • Update job descriptions, annual planning calendars, program operating policies and procedures as required
  • Submit monthly, quarterly, and annual program reports inclusive of outputs, outcomes, program highlights, stories, and quality improvement initiatives
  • Maintain strong working relations with funders, and other program delivery partners.

Qualifications

Education and Experience

  • Post-Secondary degree or diploma in a related field.
  • Minimum 3 years of extensive employment experience including program development, case management, case supervision, evaluation, and supervisory skills.
  • Previous supervisory experience is an asset.
  • Previous Housing First experience is an asset.
  • Strong written/verbal communication and interpersonal skills, result oriented, applied time management, strong organizational and problemsolving skills.
  • Demonstrate the ability to ensure quality services, and program development.
  • Strong attention to detail, accuracy and quality.
  • Demonstrate competency in computer systems (Word, Excel, and database programs).
  • A valid Driver's License, satisfactory driver's abstract and proof of $1 million PLPD insurance is required as operation of a personal vehicle is required.
  • Experience working with high risk populations and an understanding of Indigenous cultures, history and current issues.
