Role:
The Government of Alberta, Planning, Procurement and Technical Standard Division within Transportation and Economic Corridors is currently looking for a Project Procurement Officer to join their busy team in Edmonton.
Reporting to the Manager of Strategic Sourcing, the Project Procurement Officer (PPO) plays a significant role in the procurement and contracting process for both services procurement and construction procurement projects managed by Alberta Transportation and Economic Corridors.
This position is primarily responsible for providing procurement services and ensuring that procurement documents, the procurement process, and contracts meet the department's requirements and standards, consistent with established procurement policies and practices.
- The PPO provides advice on procurement strategies appropriate to project requirements. Contract and procurement templates are maintained by the PPO in alignment with current ministry and Government of Alberta standards and requirements.
- The Project Procurement Officer is assigned to the Strategic sourcing team and provides backup and surge support as needed. The position operates as part of a collaborative project team, with primary involvement from the time of project approval until contract award.
- Prepares or assists in the preparation of project specific Bidding Documents; Requests for Qualifications; Request for Proposals; Requests for expression of Interests; Standing Offers; and contract documents including front end contractual and bidding requirements; evaluation worksheets; and do other special documentations as required.
- The PPO leads evaluation process to ensure evaluation is conducted in a fair and equitable manner by participating in scoring qualification statements, proposals, and bids.
- The incumbent provides expert advice and guidance primarily to project managers and consultants inline with existing ministry and government requirements, solicitation templates, form and guidelines and standards.
- Drafts updates to specifications and update other procurement templates and forms, as required, to address bidding and contract requirements.
- Prepares briefings and background material for senior management.
Qualifications:
Required:
- University graduation in a related field plus 2 years related experience; or equivalent as described below.
Equivalency:
Directly related education or experience considered based on:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.
Desired:
- Thorough knowledge and understanding of statutes, regulations, and policies applicable to contractual issues for the assigned team on which the PPO works for example, public works Act, Builders Lien Act, Canadian Free Trade Agreement, world Trade Organization Agreement on Government Procurement etc.
- Awareness of transportation procurement processes of transportation infrastructure
- Understanding of the challenges facing consultants and contractors related to construction documentation and the delivery of construction projects.
- Comprehensive understanding and familiarity with the department's policies and practices related to fairness and transparency in procurement.
- Current knowledge of the department's guidelines and standards, master specifications, policies, and practices related to bidding and contracting.
- A professional procurement designation such as Certified Professional Public Buyer (CPPB)
