The Municipality of Chatham-Kent has an opening for a permanent full-time Financial Analyst I in the Housing Services division.

Job description


The Financial Analyst I (Housing Services) is responsible for analyzing and interpreting corporate financial policies, government legislation, accounting theory, and financial regulations as well as implementing and recommending policies, procedures, controls, and actions (i.e.

GAAP, Program Funding, PSAB, audit requirements, Housing Services Act, provincial housing regulations, HST, various legal agreement financial requirements, etc.).

Essential responsibilities

Demonstrate Chatham-Kent's core values and competencies

Prepare studies, presentations, reports, and analysis for both internal and external users. (i.e., management, Council, government requirements, statistical reports, and business plans)

Establish and manage databases of pertinent information for use in analyzing future plans and forecast (i.e., Reserves, Debt, Tangible Capital Assets, Mortgages, Debentures, Loans)

Analyze financial statements (audited and unaudited), reports and accounting transactions to ensure compliance with GAAP and/or provincial reporting standards, corporate administrative and Council policies

Prepare year end transactions, review audit working papers, and various detailed supporting schedules

Participate in the review, evaluation, development and implementation of corporate financial systems, ensuring all internal controls are in place and effective

Analyze and ensures accurate financial input from all municipal divisions within the department. Review and approve all adjusting ledger entries prepared by other municipal staff and adjust as necessary to maintain compliance with government regulations and corporate policies

Utilize government reporting software for various government funding programs (i.e., various housing and/or homelessness prevention program funding)

Liaise with external auditors, all levels of management, consultants, Federal and Provincial government agencies regarding financial reporting, and private non profit and/or private non profit co-operative housing provider property managers, bookkeepers, accountants and auditors, as well as affordable housing owners and property managers

Provide financial training and financial software support to internal municipal staff of the department and externally to funded private non profit and/or private non profit co-operative property management, troubleshooting issues as they occur, creating ledger codes and making recommendations as to structure changes as required

Assist with Operational Reviews of housing provider operations and make comments, suggestions and recommendations to the Director on how the housing provider must or should improve their operations, as appropriate

Essential qualifications

University degree (preferably in an accounting, commerce, economic or other related program), with four (4) to six (6) years related experience

Financial accounting background and understanding of accounting practices and concepts in a municipal environment preferred

Detailed knowledge of all department policies, program legislation, budget transactions, and business processes to assist divisions if the department in their day to day activities

Ability to function well in a detail, deadline oriented environment with constant interruptions

Experience managing databases for use in analyzing future plans and forecast

Experience managing reserves, debt, tangible capital assets, mortgages, debentures, loans

Experience analyzing financial statements, reports and accounting transactions

Experience with adjusting general ledger entries

Experience with program legislation, budget transactions, and business processes


Knowledge of the following preferred:

Generally Accepted Accounting Principles (GAAP)

Public sector accounting board (PSAB)

Audit requirements

Harmonized Sales Tax (HST)

Working knowledge of the following software programs preferred:
JD Edwards (or similar ERP systems)

Questica (or similar budgeting software)

Reports Now (or similar database reporting software)

Municipal property tax software

Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)

Certifications, memberships, licenses

Chartered Professional Accountant (CPA) designation or enrollment in the Chartered Professional Accountant (CPA) program an asset

Work environment/hours of work

This position works indoors
This position works weekday hours, with occasional evening and weekend hours
