The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Asset and Quality Management in the Infrastructure & Engineering Services Administration division.

Job description


The Manager, Asset and Quality Management is responsible for implementing an integrated business approach to corporate asset management as required by Ontario asset management regulation O.Reg 588/17 across the municipality.

Responsible for documenting and championing the long-term strategies, principles, and direction for managing assets as identified through the Asset Management Plan.


The Manager also assumes lead accountability for developing and managing programs and processes at the Departmental level including quality management, continuous improvement, performance measurement and legislative compliance, as well as a robust department wide operational planning regime with the objective of driving change that will positively affect the performance of the Infrastructure and Engineering Services portfolio and enhance public service to the community.


The Manager is jointly responsible for corporate climate change, pollution abatement and liaising with other agencies such as the Ministry of the Environment, Conservation and Parks.

Develops a robust governance framework for a corporate Asset Management Plan combining multi-disciplinary management techniques (technical, financial, and community-based) over the life-cycle of municipal infrastructure assets.

Responsible for ensuring promotion of long-term sustainability of managing assets, while balancing community needs and maximizing financial resources.


Engages asset owners from across the organization on the evolution of managing all corporate assets cohesively, with the goal of aligning numerous Master Plans within an organization-wide prioritization framework.

Manages a sustainable governance framework for managing corporate assets that comprehends, interprets, and weighs factors such as strategic plans, organization objectives, business requirements, service levels, risk, and community needs against available financial resources to support cohesive informed and effective decision making across the municipality's asset management portfolio


Establishes policies and strategies to facilitate asset owners to plan, design, construct, acquire, operate, maintain, renew, replace and dispose of municipal infrastructure assets in a way that ensures sound stewardship of public resources while delivering effective and efficient customer service.

Undertakes reviews of asset master planning process and recommends priorities in alignment with strategic objectives established by Council (such as asset productivity and asset performance) based upon available funding, risk and need


Coordinates approach and stewardship to align asset management planning with the municipalities financial plans, budget and other relevant Acts, policies, frameworks, and plans.

Supports informed decision making and planning with respect to sustainability of service, optimization of corporate assets while minimizing lifecycle costs, and risk mitigation and management.

Leads the development of a capital investment plan across all service areas by linking level of service targets, asset performance and risk assessment; promotes teamwork and integration between asset owners

Manage implementation and maintenance of asset management systems for all assets within Infrastructure and Engineering Services

Coordinate with other departments to ensure the integration of data across the municipality with respect to assets

Assist in the implementation of processes to integrate asset management data system with other municipal systems including AVL, JD Edwards and CityView

Collaborates on the development of a corporate Climate Change Strategy and manages the establishment of annual energy consumption and GHG emissions inventories

Reviewing and validating organization and project-level GHG accounting reports

Provide guidance to other divisions within Infrastructure & Engineering Services in the updating of business processes and data management

Provide project management for asset management initiatives, including the supervision of consultants and/or project coordinators

Champions continuous improvement by developing solutions and promoting a commitment to new approaches and initiatives to resolve divisional/departmental challenges

Leads the development, implementation and management of a Quality Management framework and program for the Infrastructure and Engineering Services department

Leads the development, implementation and management of a departmental wide process and continuous improvement program by providing support and guidance to process owners through the identification of improvement-oriented initiatives and undertaking projects
