About the BCMB
The Beverage Container Management Board (BCMB) is the regulatory authority for beverage container recycling in Alberta.

Established as a management board under Alberta's Environmental and Protection and Enhancement Act (EPEA), the BCMB is also a non-for-profit organization.

BCMB leads the development of policy and programs that enables the collection and recycling of beverage containers in Alberta.


About the position

The BCMB is currently looking for one (1) Registration Compliance Officer (RCO) - Level I to join our Edmonton/Calgary based team.

Salary within the advertised range will be based on experience and qualifications.


Reporting to the Manager of Registrations, the Registrations Compliance Officer - Level I (RCO) is responsible for working with manufacturers to coordinate the registration of beverage containers and support the team with projects and procedures.

The RCO is responsible for encouraging compliance and educating manufacturers and retail operators which sell or distribute beverage containers in Alberta.

This position works in accordance with the Environmental Protection and Enhancement Act (EPEA), Beverage Container Recycling Regulation (BCRR), By-laws, Policies and Procedures of the BCMB.

RCOs are designated as Inspectors under the EPEA by Alberta Environment and Protected Areas (EPA).

RCOs are the first point of contact to the beverage container recycling industry for many manufacturers and retailers, and as such represent the regulator in everything they do.

They are responsible for encouraging compliance through various By-laws associated with the registration and recycling of beverage containers.

This position operates in a hybrid work arrangement, with a combination of remote and in-office setup.

Overview of Duties and Responsibilities:


A

Registration and Manufacturer Programs:


  • Working with manufacturers to ensure compliance with regulation, the RCO plays a pivotal part in educating, assisting, and following up on manufacturer and beverage container registration. This includes portal account management, beverage container registration approvals, as well as creation of documents, communications, and standard operating procedures.
  • Manage manufacturers' account information and registration processes to initiate and maintain favorable relationships. This may relate to the registration of beverage containers, discontinuation of beverage containers, and approval of new registrants/account closures, and assessing recyclability and composition of containers.
  • Continually improve all aspects of current registration processes and procedures, including the development and revision of standard operating procedures (SOPs).
  • Prepare beverage container updates for distribution to depots, manufacturers, retailers, and the public as required including new beverage containers, discontinued beverage containers and beverage container changes.
  • Provide education and ongoing service for internal and external stakeholders (depots, manufacturers, and the general public).

Registration Compliance:


  • Working with retail locations and manufacturers, the RCO follows up on compliance audits to inform, educate and assist in compliance being reached in accordance with BCMB frameworks. Assessment of noncompliance according to BCMB compliance frameworks for Manufacturers, Distributors and Retailers.
  • Conduct inspections at retailers as required using information and intelligence to target your time and effort most effectively.
  • Administration of BCMB Compliance Frameworks; including education to retailers, measuring performance against frameworks, monitoring and follow up on open files, as well as referring cases to the Registration Officer Level II and/or Manager of Registrations where appropriate.
  • In all areas of compliance, ensure excellent and thorough record keeping and compliance with document retention policies and legislation.

Registration Database Management:


  • Reporting on monthly and quarterly registrations and any other related reporting requirements.
  • Manage all aspects of the registration portal such as reporting, creating logins and passwords and develop, deliver and facilitate training for database and portal users.
