About the BCMB
The Beverage Container Management Board (BCMB) is the regulatory authority for beverage container recycling in Alberta.

Established as a management board under Alberta's Environmental Protection and Enhancement Act (EPEA), the BCMB is also a non-for-profit organization.

BCMB leads the development of policy and programs that enables the collection and recycling of beverage containers in Alberta.


About the position
The BCMB is currently looking for one (1) Manager of Registrations to join our Edmonton-based team. Salary within the advertised range will be based on experience and qualifications.


Reporting to the Director of Operations, the Manager of Registrations is a strategic participant and leader in the day-to-day regulatory operations in the industry.

The Manager is responsible for the day-to-day oversight of the Registrations team and associated registration and recycling activities of the BCMB and those it regulates.


This role is responsible for leading changes to the associated by-laws and policies related to manufacturers, agents, and retailers and must be comfortable interpreting regulation and creating processes to operationalize organizational program needs, including verifying recycling methods and processes for purposes of regulatory compliance.

The Manager of Registrations is a member of the BCMB Manager work group.

They are required to monitor, support, and evaluate programs and projects to make recommendations to the Senior Management Team (SMT) for action or implementation.

They also play a key role in supporting the Director of Operations through project committee work and supporting the execution of board vision and strategic plans.


Alongside their registration accountabilities, this role is expected to prepare and present their findings, with a data driven approach, to committees and to the Board of Directors as required, which is made up of industry stakeholders including, among others, members of the Government of Alberta, AGLC and several groups involved with beverage container recycling in Alberta.

Confidence in presenting materials to external committees, as well as a dynamic environment of stakeholders, is a key aspect of this role.

This position operates in a flexible work arrangement as a combination of remote and in-office setup.

Overview of Duties and Responsibilities:


A.
Management Responsibilities

  • Oversight of hiring and department onboarding.
  • Delegation of departmental tasks, monitoring workload, and setting work standards.
  • Review of work generated by staff.
  • Allocation of resources to deal with identified areas of noncompliance.
  • Manage the data and process integrity of the registrations team.
  • Provide mentorship and support to the individual Registration Compliance Officers.
  • Ensure administrative duties are completed in an accurate and timely manner.
  • Support the administration of compliance within the team.
  • Review any changes to training guides and standard operating procedure documentation for changes in processes.
  • Oversee, and assist when required, tickets received through the Quality Monitoring System.

B.
Operational Programs and Compliance

  • Ensure manufacturers adhere to the standards as set out in the Beverage Container Recycling Regulation, bylaws, and policies of the BCMB.
  • Oversee and assist manufacturers opting to register their containers as refillable beverage containers.
  • Continually monitor and improve all aspects of the current registration processes in place and procedures including the development and update of standard operating procedures.
  • Educate and update manufacturers, depots, and the general public on beverage container registration requirements including preparing external communication materials, explaining registration processes and timelines, reviewing completed registration packages, providing updates on changes to requirements or processes, and reviewing and maintaining relevant sections of the website and other communication tools.
  • Conduct stakeholder consultations as required pertaining to recycling and registration activities.
  • Liaise with system Agents and the Alberta Gaming, Liquor & Cannabis (AGLC) in all aspects of registration.
