Reporting to the Chief Administrative Officer, the Commissioner is a member of the Corporate Leadership Team and is critical in advancing the strategic priorities of Council.
The Department consists of three Branches:
Community and Support Services, Operations Services and Recreation Services.
The Department comprises of approximately 300 staff and has an annual operating budget of approximately $53 million and capital budget of approximately $10 million.
In addition, the Oshawa Senior Community Centres (OSCC55+) indirectly reports to the Commissioner as they provide similar services.
Possessing strong business acumen and a collaborative management style, the Commissioner will be effective in engaging a diverse community and leading a multi-faceted workforce.
The Commissioner will work closely with Branch Heads to inspire innovative approaches, enhance service delivery, streamline processes, effectively manage change, leverage technology, achieve customer service excellence and maximize value for tax dollars.
The Commissioner will be responsible for ensuring compliance with various legislation and regulations and may also be responsible for performing statutory duties.
The Commissioner will utilize political acumen to assess potential political sensitivities and proactively manage issues.The Commissioner will provide sound recommendations to Council and Standing Committees, which addresses the current and future needs of the municipality.
The Commissioner will be a poised, succinct and direct communicator with an ability to successfully deliver professional, verbal and written presentations.
The Commissioner will be adept in dealing with a variety of stakeholder audiences and be a visible and identifiable leader within the organization and community.
Upholding the City of Oshawa core values of Authenticity, Courage and Trust (ACT), the Commissioner will be an innovative and collaborative leader to a diverse team of professionals in the delivery of services throughout the City of Oshawa while fostering an atmosphere of collaborative leadership, teamwork, and coordination between functional areas with the department and cross functionally across the Corporation.
The Commissioner will develop and embed a culture of customer service and performance management to ensure a high quality of service delivery while simultaneously coaching, motivating and empowering all departmental employees, to achieve strategic and operational objectives.

As a member of the Corporate Leadership Team, the Commissioner will provide leadership across the organization and support the goals of the Corporation while fostering a culture of collaboration, innovation, and customer service.
The Commissioner will also work closely with members of the Council to address community concerns, being a major interface between the department and City Council/Standing Committees.
