    Put your future in motionResponsibilitiesDevelops, implements and manages capital processes within TransLink enterprise.

    Provides financial review and reporting on capital project development and government funding programs ensuring financial control of capital projects and capital assets.

    Provides senior level expertise and guidance to various internal and external stakeholders on capital assets and government funding as required.

    KEY ACCOUNTABILITIESManages capital project development and approval process, including review, monitoring and submission of all capital project approval requests including business cases, work plans, project change authorizations (PCAs), financial analysis and project risk assessment.

    Liaises with all levels across the TransLink enterprise to set up and monitor various capital programs. Provides an advanced level of specialized expertise in capital assets to project teams and committees.

    Provides technical, procedural and financial guidance to project managers and sponsors in developing capital project approval requests, advising on required changes before submission to Capital Review Committee for approval.

    Submits reviewed capital project documentation that includes AIP (Approvals in principle), SPA (specific project approval) and PCAs towards Capital Working Group prioritization and for Capital Review Committee approval.

    Identifies risks associated with approving variances from AIP or SPA, assessing impact on overall capital envelope or on other projects.

    Leads the development and implementation of policies, processes, procedures for capital project development and approval and Capital Program across the enterprise.

    Evaluates, recommends and implements changes to capital project approval process as required. Researches and implements best practices in the development of policies and procedures. Provides input into department planning process and objectives/plans for the year relative to the capital process.

    Manages financial control of the capital program, including capital project system, fixed asset sub-ledger, capital work in progress, and Real estate accounts.

    Facilitates resolution of capital program issues such as internal controls, accruals, analysis and taxes.

    Reviews capital journal entries and reconciliations, ensuring accuracy and compliance with PSAB, and takes corrective action as and when required.

    Provides information to auditors for interim, annual, internal and external audits.

    Manages development of senior government funding applications, tracking of eligible costs, preparation of funding transfers and invoices, support for funding audit requests, participates in Funding Working Committee and prepares internal and external reports for government funding programs.

    Oversees budgeting and forecasting of capital and government funding cash flows and key capital components including feasibility studies, salary capitalization policy and depreciation.

    Develops periodic and ad hoc reports on capital requests and associated risks for internal stakeholders including Capital Working Group, Capital Review Committee and senior government funding programs.

    Manages reporting staff, providing leadership for hiring, training and development, coaching, performance planning and review and all other people management practices.

    QualificationsEDUCATION AND EXPERIENCEThe competencies for this position would be acquired through completion of university degree in business or finance and achievement of a professional accounting designation (CPA / CA) plus six (6) years of progressive experience in a large complex organization.

    OTHER REQUIREMENTSAdvanced knowledge of accounting principles and project accounting with adeptness in financial analysis and financial modeling skillsAdvanced knowledge of spreadsheet and database softwareExcellent interpersonal skills necessary to deal with all levels across the enterprise along with verbal and written communications skillsAdvanced time management, organizational and project management skills along with supervisory skillsSolid understanding of transportation industry with focus on asset management including life-cycle costing, condition assessment and state of good repair managementOther Information

    Recruitment Process:

    An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.

    Work DesignationHybridThis position offers the flexibility of working both on-site and remotely within B.C.Rate of PaySalary $98,902 - $123,627 per annum (Actual salary offered will be commensurate with education, experience and internal parity).The Total Compensation Package includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan.
