    Specialist, Compensation and Organizational Design

    Reporting to the Manager, Compensation and Classification, the Specialist, Compensation and Classification is a business partner that provides expert and comprehensive advice, guidance, and education on a variety of complex classification and compensation issues related to both bargaining unit and non-contract jobs within the organization to foster services that enable client groups to achieve their business outcomes. The Specialist leads work redesign initiatives, classifies new and existing jobs utilizing sound decision-making, provides guidance on salary administration and implements salary changes, approves and audits changes to the Human Resources Information System (HRIS), interprets collective agreements and researches jurisprudence, investigates classification grievances, and negotiates resolutions, memorandums of understanding, and special rates. The Specialist provides leadership to the Human Resources team in the area of classification and compensation, contributing to strategies and implementing new and/or revised processes; and persuades and facilitates consensus to guide and lead others in making fiscally responsible and equitable classification and compensation decisions.

    This position will support the development of a new strategic function in the Compensation and Organizational Design team which will be dedicated to Organizational Design and Transformation. This new strategic pillar will be future focused and will proactively support the organization on system-wide needs, industry trends, and design requirements. The successful candidate for this role will have classification expertise, experience in organizational design and in supporting transformation initiatives in public sector.

    What you'll do

  • Consult with clients on an ongoing basis to determine evolving classification and compensation requirements. Analyze requirements and develop strategies and options to enable clients to achieve required business objectives working collaboratively with Human Resources and other Corporate Service partners.
  • Provide expert advice to clients on the interpretation of related policies, programs and collective agreements ensuring consistent advice is provided and followed throughout the PHSA. Advise on appropriate bargaining unit or appropriateness of being established as non-contract. Examine the potential impacts of issues within portfolio that maintain consistency with broader organizational vision and strategies, mitigate risks and realize efficiencies. Promote, educate, coach and support leadership staff in developing expertise in classification and compensation practices.
  • Negotiate on behalf of PHSA and its agencies, services and divisions on classification related concerns, maintaining a positive relationship with Union representatives at various levels. Facilitate open communications between necessary parties, both internal and external to the organization, to reach consensus. Present at third party hearings and/or works closely with legal counsel or representatives of the Health Employers Association of BC in the presentation of the Employer's case.
  • Identify process improvements to ensure that the services provided by the Classification and Compensation team are effective and efficient and meet the needs of the client. Recommend solutions and participate in the development of related tools.
  • Participate in industry committees and working groups, advocate for the organization's interests, and influence change and assess trends.
  • What you bring

    Qualifications

  • A level of education, training, and experience equivalent to a Bachelor's degree in Human Resources and a minimum of five (5) years of experience in a similar role within a unionized environment.
  • Solid understanding of classification and compensation practices, proven ability to precisely interpret organizational policies and procedures and collective agreement requirements, and a demonstrated ability to consistently apply expertise in job design techniques and industry job evaluation systems.
  • Effectively leads the identification and implementation of compensation procedures and processes for designated classification systems.
  • Strong communication and negotiation skills, including the ability to influence decision-making, persuade others, and to facilitate consensus to conclude an issue or a process. Demonstrated ability to establish and maintain good working relationships with maturity, manage and resolve conflict, and to promote best practices and a coordinated approach to various industry issues.
  • Excellent organizational skills including the ability to multi-task and to prioritize workload to meet deadlines and be results orientated.
  • Highly developed analytical, critical and systems thinking. Utilizes expertise to analyze business needs and develop a creative and defensible approach to resolving issues.
  • Demonstrated ability to effectively communicate ideas and concepts, and to prepare succinct and accurate correspondence and reports.
  • Ability to deal effectively with all levels of staff.
  • Demonstrated ability to work independently and as an effective team member.
  • Demonstrated ability to productively use spreadsheet, word processing and database applications, and a human resource information system.

  • Salary Range: $88,990 - $127,923 /year. The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
