Striving towards making Toronto one of the most sustainable cities in the world, the Environment and Climate Division (E&C) Division facilitates the development of corporate-wide environmental and energy policies and programs.


The E&C manages initiatives and programs that reduce the environmental footprint of the entire Toronto community, as well as our own corporate operations, guided by the TransformTO Net Zero Strategy (TTO NZS).

Major Responsibilities:

Reporting to the Manager, Public Energy Initiatives, Existing Buildings, the Project Manager will focus on advancing key actions identified in the Net Zero Existing Buildings Strategy (ExB Strategy) in support of the Toronto's net zero by 2040 goal.

In this capacity they will be assigned to manage the design, development and delivery of programs and initiatives with a focus on the decarbonization of existing buildings.


In addition, the Project Manager will:

  • Provide training, technical advice and guidance to program participants on decarbonization and retrofit related matters while carrying out corporate mandated programs for the betterment of the city.
  • Act as a liaison with stakeholders, other City Divisions, the public, other levels of government, agencies, boards, and committees. While ensuring a positive working relationship to actively outreach, engage and deliver sector specific targeted programs.
  • Prepare contract documents, review technical reports, assessments, proposals and make recommendations for senior management or Council for approval.
  • Develop and monitor program delivery, schedules, plans and strategies to ensure E&C's targets are being met, and readjusting or providing suggested revisions when necessary.
  • Conduct audits/research, prepare reports, status updates, feasibility studies, short term and long term strategy documents including policies into assigned portfolio areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Manage a team of staff, contractors or consultants to effectively liaise with industry stakeholders. Ensuring teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Represent the department on various technical committees including staff and citizen groups.
  • Identify viable and/or alternative incentives or funding sources to support retrofit projects
  • Develop business cases, requests for proposals, project charters, work plans and other standard documents to support assigned program and projects

Key Qualifications:


  • Postsecondary education in Environment Science, Engineering, Building Science, or a relevant discipline or equivalent combination of education and/or experience.
  • Considerable experience in program and strategy design, development and delivery, including the requisite tools and methodologies as they relate to E&C's s key objectives and the ExB Strategy, with a solid foundation of success and an ability to effectively organize, manage and deliver
  • Considerable Experience successfully building relationships including facilitation and engagement with major industry stakeholders, decision makers and influencers as they related to the E&C's key objectives and ExB Strategy.
  • Considerable experience as a program and project leader with highly developed innovation, initiative and interpersonal skills with a strong focus on collaboration and teamwork.
  • Highly developed communication skills, both oral, presentation and written, with the ability to adapt and deal effectively with staff, political representatives, consultants, contractors, other levels of government, the public, etc.
  • Knowledge of business case preparation, preparation of reports, studies, analysis and recommendations to support program mandates.
  • Knowledge of financial initiatives, financing tools, and budget management.
  • Advanced leadership skills with the ability to coach, hold accountable, mentor, engage and motivate staff.
