Job Summary

We are looking for a dynamic and experienced Business Consultant - Enforcement to be part of our team. This position will play a crucial role in implementing division-wide programs and special projects overseen by the Director's office, ensuring their successful completion and execution.

Duties and Responsibilities

Project/Program Management

Lead and execute strategic initiatives involving teams from different departments and external parties.
Coordinate, monitor, and provide guidance on cross-functional enforcement programs, corporate reports, and projects.
Supervise program/project implementation, including research, developing recommendations, framework, and guidelines, process mapping, planning, stakeholder management, analysis, and change management.
Assess all briefing packages, presentations, reports, and plans to ensure they align with divisional objectives and comply with relevant regulations.

Relationship Management & Communication

Build effective teams and garner support for initiatives and changes.
Serve as the primary point of contact for external project support, collaborating with consultants and contractors to ensure successful project delivery.
Cultivate and nurture relationships with external organizations, community associations, business figures, and staff to streamline project coordination and implementation.
Engage with various City departments, such as Risk, Legal, and Material Management, to resolve project-related issues promptly.
Handle contentious matters promptly and provide updates to management as necessary.
Communicate with council offices and stakeholders regarding enforcement issues when needed.

Change Management

Provide guidance and coaching to staff implementing lean/process improvements within Enforcement teams.
Assist staff in overcoming obstacles and utilizing tools for long-term change implementation and reinforcement.

Process Improvements

Serve as a Subject Matter Expert (SME) to enhance processes, client services, and standard operating procedures.
Coach operational management and supervisors within Enforcement to boost operational processes, team efficiency, and outcomes.
Conduct program reviews as directed by the Director and Divisional managers.

Skills and Qualifications

Practical experience in project management principles and practices, in line with the Project Management Institute's methodology.
Familiarity with methodologies, practices, and contracts concerning product/service delivery in the relevant business sector.
Understanding of procurement, business planning, research methodologies, and community involvement.
Basic knowledge of enforcement-related matters.
Bachelor's degree in a related field; Project Management certification (e.g., PMP) is advantageous.
3-5 years of hands-on project coordination or management experience supporting moderately complex projects with interdisciplinary teams.
Experience in collaborating across various domains to meet divisional objectives.
Demonstrated capability in preparing and delivering briefings, presentations, reports, and operational plans.
Excellent communication skills, with the ability to work diplomatically and politically astute.
