    In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

    The Director, Privacy Governance & Operations reports to the Executive Director and Senior Legal Counsel, and provides leadership and management of privacy areas within the Information Access & Privacy team to ensure key operational objectives are met. The Director provides strategic direction and leadership across all aspects of privacy governance and operations, including policies, practices, education, information stewardship, data governance and audit. The Director uses leadership expertise to lead the privacy areas, to provide support and guidance at PHSA, and to promote best practices relating to compliance, data governance and privacy. The Director works closely with leadership, management, Ministry of Health (Ministry) representatives, regional health authority senior privacy leads, and key clinical and business stakeholders at PHSA and provincially, to build trusted relationships in relation to privacy and data governance. The Director ensures governance best practices are incorporated into the design, development and execution of PHSA strategic projects such as the Office of Virtual Health, implementation of the Clinical Systems Transformation (CST) project, and provincial initiatives such as the electronic health record (CareConnect) and the provincial digital strategy. The Director leads provincial privacy programs that impact all BC health authorities and leads the development of provincial standards in such programs.

    What you'll do

  • Provides strategic leadership and recommendations to management with respect to privacy governance, and operations to support improved health care delivery and health system management.
  • Provides proactive strategic direction to PHSA in relation to privacy for implementation of program objectives.
  • Develops provincial standards on privacy and data governance and acts as a subject matter expert on such standards.
  • Has operational responsibility for privacy areas and its priority areas including policies and procedures.
  • Leads and oversees the development and implementation of a strategic privacy program, including provincial strategies, policies, standards, education and where applicable, procedures for PHSA's internal and external audiences, including staff and other health care providers, to ensure quality care and consistency across programs, internally and provincially.
  • Works with leadership to develop provincial data governance initiatives relating to clinical programs, and to provide privacy and data governance expertise and guidance for the provincial digital strategy.
  • Leads provincial Privacy Impact Assessments (PIAs) on complex, integrated health programs involving other privacy areas across health authorities, including the provincial integrated shared electronic health record, as well as patient portals.
  • Leads the provincial privacy incident support program with respect to breach investigations and responses where multiple health authorities are involved.
  • Supports the legal department to update and implement the provincial procurement privacy schedule with respect to all provincial procurement initiatives that span multiple health authorities.
  • Fosters effective and highly functional partnerships with the Ministry, the Ministry of Citizen Services, other government partners and regional health authorities, as applicable, to ensure the design, development and delivery of provincial strategies and solutions as outlined in PHSA's mandate are implemented.
  • Negotiates externally and internally with the Ministry, the Office of the Information and Privacy Commissioner (OIPC) to achieve program objectives, achieve significant cost savings and to allow PHSA to take advantage of technology advances and innovations, within a privacy-compliant framework.
  • Participates in provincial committees, initiatives or legislative proposals that foster responsible information governance and management, and that align with strategic goals, objectives and the provincial mandate of PHSA.
  • Provides leadership, direction and guidance to the privacy teams at PHSA through coaching, mentoring, performance management and modelling key behaviors and builds a corporate culture of enabling information sharing by authorized users with reasonable safeguards to promote patient care. Fosters team spirit, trust and mutual respect.
  • Apprises PHSA of new and developing privacy issues which have significant or potentially significant impact on PHSA.
  • Establishes internal linkages and facilitates knowledge sharing between PHSA programs and portfolios to foster consistent approaches privacy governance and operations.
  • What you bring

    Qualifications

  • A level of education, training, and experience equivalent to a Master's degree in a public administration or Health related discipline and ten (7) to ten (10) years senior experience in privacy administration. Other related experience in areas such as investigations, communications, negotiation, mediation, conflict resolution, research, and policy analysis is an asset. Membership with relevant association(s) such as the Canadian/International Access and Privacy Association, or BC Health Information Management Professionals' Society (BCHIMPS).
  • Demonstrated leadership and managerial skills in a large diverse environment. Advanced understanding and application of relevant legislation, regulations, standards and policies within a complex healthcare environment. Demonstrated ability to supervise and lead individuals and teams and develop mutual, respectful and effective working relationships with internal and external clients and other diverse groups. Commitment to the value of continuous learning. Demonstrated ability to understand key information management and data governance concepts and components and their interrelationships. Demonstrated ability to plan and establish courses of action for self and others that are strategic and results oriented. Excellent oral and written communication skills including the ability to facilitate, negotiate and persuade others. Ability to manage highly emotional and potentially controversial issues. Ability to utilize acumen and judgment in identifying and problem-solving issues, including from a systems perspective, to provide viable solutions. Demonstrated ability to manage a diverse and demanding workload and exercise sound judgment and skills in decision making to set and maintain priorities and work under pressure. Working knowledge and understanding of patient information system programs and the complex health care environment. Working knowledge of information system security and technical issues and technology that creates and solves privacy and security issues.
  • Skills & Knowledge

  • Understanding of various reports including Truth & Reconciliation Commission's 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism.
  • Collaborates with peers to ensure ICS lens applied holistically through department as whole
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC and BC's Declaration on the Rights of Indigenous Peoples Act
