Keith Murchison is a seasoned business professional, with over 40 years of experience working in the areas of Risk Management, Planning, Performance Management and Business Analysis. 

His career includes leadership roles at Export Development Canada, Northern Telecom, Bell Canada International, J.H. Minet Canada and PricewaterhouseCoopers. Keith Murchison has also managed his own consulting firm, Impact Consulting, where he has delivered positive results in the context of over 80 major projects, undertaken, on behalf of both public and private sector clients.

Keith Murchison has formerly received a bilingual certification, holds a Secret level II security clearance, and has earned a RIBO licence for risk management consulting and insurance brokerage services, in Ontario. Business Lead | Impact Consulting | Nepean, ON | March 2007 – Present

  • Operates an Ottawa-area consulting practice which, throughout the past 25+ years, has supported the project-specific requirements of a diverse array of private sector and Government of Canada clients – pertaining to such areas as risk management, planning performance management, reporting, business analysis – as well as related project management requirements, training needs, etc.
  • Has delivered positive results in relation to 35+ projects, in this capacity (as set out in a detailed project portfolio, attached hereto).
  • Extensive involvement with risk analytics, including the application of the modified Delphi technique and Monte Carlo simulations.
  • Recent clients include Public Services and Procurement Canada, Shared Services Canada, Employment and Social Development Canada, Fisheries Canada and Transport Canada.
  • Developed and implemented a risk-based oversight framework for Transport Canada’s Aviation Security Directorate – relating to the operations of CATSA.
  • Worked with Transport Canada’s Aviation Security Directorate (AvSecOps) on the development of its inspection priorities regime, interacting with all 55 of its national inspectors, in the course of this project.
  • Involved with the safety strategies – and SMS activities – of multiple organizations, including those of Transport Canada’s Aviation Safety and Security Division, Fisheries Canada – in relation to its Marine Safety Management System Regulations (MSMSR), as well as the safety strategies and SMS activities of First Air and Aklak Air.
  • Has supported important anti-money laundering (AML) and anti-terrorist financing initiatives.
  • Delivered strategic consulting services in relation to complex client needs in the areas of Governance, Risk and Controls (GRC), as well as business analysis, change management, etc.
  • Has innovated in the area of defining and communicating risk tolerances, to support enterprise-wide core goal attainment.
  • Also has served as a part-time instructor with Learning Tree International – instructing in a variety of courses, covering leadership and development, as well as business analysis themes.

Assistant Vice President Export Credits and Political Risks and Branch Manager | J.H. Minet Canada | Nepean, ON | Sep 1987 – June 1989

  • J.H. Minet was a Canadian-based Lloyd’s of London Political Risk Insurance brokerage. At J.H. Minet Canada, Keith Murchison was engaged in high level, one-on-one marketing of political risk insurance.
  • Served as Ottawa Branch Manager. Responsible for supervising the activities of a small staff team.
  • J.H. Minet was closely aligned with the Merrett syndicate of Lloyds of London – which was extensively involved with underwriting Political Risks, Marine Cargo Risk and Kidnap and Ransom exposures.
  • Managed export credit insurance and political risk portfolios, overseeing Ottawa operations.
  • Crafted insurance solutions for multinational clients facing political risks, in international markets.
  • Worked on the delivery of such insurance offerings in Canada and supported applicable claims.
  • Remained with J.H. Minet Canada until the closure of its Canadian operation.

Section Manager Export Finance and Insurance AND Corporate and International Risk Manager | Bell Canada International | Ottawa, ON | May 1983 – July 1987

  • Bell Canada International (BCI) had no Canadian-based revenues, but served as the offshore operations, maintenance and consulting arm of Bell Canada Enterprises – with international operations in nearly 90 countries.
  •  Led export finance and insurance functions – supporting global expansion, following BCI’s success in winning the largest Canadian, all services export contract to that time – the massive, US$1.5B SA-TDF contract, between BCI and the Ministry of Post, Telephone and Telegraph of Saudi Arabia (MOPTT).
  • Served as BCI’s Corporate and International Risk Manager – reporting to the Director of Finance and later the Chief Financial Officer.
  • The Corporation had branch operations in Iraq – during the Iran-Iraq war, and thus, BCI faced an uncommonly-complex array of political risks, as well as contractual and operational exposures.
  • Other specialized, or strategic tasks undertaken included:
    • Management of the firm's corporate and export risks.
    • Enterprise Risk Management implementation across all domestic and foreign operations.
    • Temporary Controller of the Saudi project.
    • Development and implementation of corporate Emergency Management Plan.
    • Threat and Risk Assessment work – with specific responsibilities for physical security matters.
    • Direct responsibility for the development, establishment, and maintenance of BCI’s safety strategy and oversight relating to BCI’s Safety Management System (SMS).
  • Asset management of BCI’s two corporate jet aircraft – a Gulfstream 4 and a Dassault Falcon 20F – based in Saudi Arabia.
  • Corporate budgeting, forecasting and results analysis, including some project management and some treasury work.

Manager Export Finance | Northern Telecom | Mississauga, ON | June 1982 – July 1983

  • Managed export financing operations, structuring deals with financial institutions for large-scale international contracts.
  • Secured financial backing for global contracts, optimizing terms and collaborating with international clients – assembling export finance and insurance packages necessary to the success of over 100 bid initiatives.
  • Received a letter of commendation from the President for his role in winning a major, European, packet data networking contract.
  • Undertook credit risk management for trade receivables.
  • Remained with Nortel until its sister company – Bell Canada International (BCI) – won a massive 5-year, US$1.5B contract with the Kingdom of Saudi Arabia.  Keith Murchison accepted a group internal transfer and promotion to BCI, at this time.

  • Worked in the East South America Division 
  • Undertook marketing responsibilities for EDC's export lending and insurance services, directed towards exporting firms across Canada and buyers throughout the east side of South America. 
  • Strong contacts were forged – spanning the financial, insurance, exporting, industrial, development aid and government communities. 
  • Conducted political, business and credit risk assessments for export credit transactions.
