Summary of responsibilities:


The Advisor, Training and Certification Development is responsible for the design, development and implementation of interactive and engaging e-learning courses and content within CATSA's National Training and Certification Program (NTCP) and Recurrent Learning Program (RLP), as well as any other training program that may be required.

The Advisor, Training and Certification Development performs all other duties and responsibilities related to the position as required.


What you need to succeed

To qualify for the position, you must have:

  • Graduation from a recognized college or university in Educational Technology, Instructional Design, Graphic Design or another specialty relevant to the duties of the position.
  • A minimum of four (4) years of experience in designing and developing elearning courses using popular authoring tools such as Trivantis Lectora, Articulate Storyline, or similar.
  • Proficiency in multimedia development tools and software for creating audio, video, and graphical elements such as Sound Booth, Adobe Media Encoder, Audacity, Camtasia, Adobe Photoshop, Adobe Illustrator, Blender, SketchUp, or others.
  • Demonstrated experience using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation) on learning development and/or delivery projects for a corporate audience.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to synthesize and interpret complex information, and clearly communicate to others both verbally and in writing.
  • Relationship building / trusted advisor skills.
  • Analytical thinking and sound judgment.

Valuable skills include:


  • Experience working with a Learning Management System (LMS).
  • Experience in gamification and interactive scenariobased learning.
  • Knowledge of HTML, CSS, JavaScript, and other web development technologies for advanced elearning customization.
  • Familiarity with SCORM and other elearning standards.
  • Knowledge of the Canadian Air Transport Security Authority's mandate, its operating environment, interrelationships with other government and industry stakeholders and CATSA SOPs.
  • Experience in the air transportation or security industry.

Specific work requirements

  • Ability to work overtime as required;
  • Ability to travel as required;
  • Language profile: English essential;
  • Ability to obtain and maintain a Secret security clearance;
  • Be a Canadian citizen or permanent resident.
