Job Summary:


Reporting to the Associate Director, Traffic Systems & Operations, the Manager, Traffic Operations is responsible for the management of the Traffic Operations Maintenance section including sign manufacturing and installation, pavement marking maintenance, traffic signals and roadway illumination, to ensure an efficient operation and to meet Council approved levels of service.


Education:


  • Postsecondary 2 or 3year diploma course in Transportation/Civil Engineering or Electronic/ Electrical Technology.
  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge:


  • 10 years of experience in a municipal traffic organization in areas of traffic signal design, installation and maintenance, and traffic signing and pavement marking operations, including at least 5 years at a supervisory capacity.
  • 5 years of experience in a Public Works / municipal traffic systems and operations setting is preferred.
  • Must be certified with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT). If not currently certified, eligibility for certification may be considered, with the requirement to become certified within a specified period of time.
  • International Municipal Signals Association (IMSA) Level II Certification in Signals, Signs, Marking and Roadway Lighting is preferred.
  • Knowledge and understanding of the Highway Traffic Act, Employment Standards Act, Occupation Health and Safety Act, the Ontario Traffic Manual, Minimum Maintenance Standards, AODA and Environmental Assessment Act.
  • Significant knowledge of traffic signal design and operation.
  • Certified as an Electrician (under the Trades Qualification and Apprenticeship Act) with electronic endorsement is preferred.

Responsibilities:


_ Provides management and oversight of all programs and activities related to the manufacture, installation and maintenance of signs, pavement markings, traffic signals, roadway illumination and other traffic control devices.

  • Develops and organizes work plans and programs, ensuring they are planned, prioritized and adequately resourced.
  • Oversees and monitors the delivery of services, ensuring they are timely, cost effective and coordinated. Ensures work orders are accurate and completed. Prepares summaries and reports on status of work programs, performance and accomplishments.
  • Ensures effective operating policies, processes and practices are in place to provide guidance and support to daily operations and ensure the delivery of services both safely and efficiently.
  • Provides leadership and technical guidance to staff with a focus on effective service delivery, exceptional customer service and continuous improvement.
  • Directs and guides the use of the Region's maintenance management system and other systems in place to support daily operations and asset management activities.
  • Receives and responds to emergencies and other requests for service from the public, elected officials, other agencies or municipalities and takes appropriate action.
  • Manages and delivers complex projects throughout the project lifecycle, by managing the integration, scope, time, cost, quality, human resources, communications, risk, and procurement for each individu
