Accountabilities:


  • Provide the daytoday oversight, support, development and mentoring of the Parks, Forestry and Horticulture services staff.
  • Demonstrate excellence in communications, both written and verbal, within the section, other teams, and departments, and with members of the public and Council; including writing, reviewing and editing of staff reports.
  • Complete annual performance appraisal of staff within the section and annual work plans.
  • Develop, implement, review and maintain appropriate strategies, plans, policies and procedures that support successful achievement of the section's and division's business plans and key initiatives.
  • Prepare and present information and reports related to section issues and recommend specific actions required to update Council, Senior Management Team, media and others.
  • Administer applicable legislation and regulations relevant to section programs and services, including relevant Collective Agreements, Health and Safety, and other corporate policies.
  • Develop, review and maintain practices and procedures that support the effective operation of the section.
  • Foster and promote a positive workplace free of intimidation, incivility and harassment. Demonstrate commitment to and be accountable for adherence to ethical behaviour and the code of conduct.
  • Develop, recommend and effectively manage approved Master Plans and Strategies related to the section.
  • Develop and implement the division approved operating and capital budgets, monitor and take appropriate actions to ensure adherence to the approved budget.
  • Prepare tenders and quotes, coordinate tendering, undertake negotiations and undertake purchasing and accounts management of applicable budgeted works within corporate procurement bylaw and policies.
  • Develop, implement, review, maintain and continuously improve appropriate plans, policies, procedures and agreements that support successful achievement of the section's goals and objectives. Communicate this information to ensure understanding and adherence by staff.
  • Oversee the delivery of cost effective parks, forestry and horticulture operations and services to the City and public.
  • Provide effective public relations to sustain a positive image for the City of Waterloo.
  • Represent the Corporation and department at relevant meetings, including legal proceedings, where the Manager may be required to provide testimony and documentation as necessary.
  • Establish and maintain relationships with peers, counterparts in other organizations, and industry and business partners.
  • Provide management support to cemetery services as may be required on a temporary basis.

Minimum Qualifications:


  • Postsecondary diploma in Parks Administration, Urban Forestry, Arboriculture, Horticulture or related field, or equivalent.
  • Minimum of five (5) years of parks, forestry and horticulture supervisory experience preferably in a unionized environment.
  • ISA Certification or ability to obtain within one year.
  • Must possess Playground Practitioner's Certificate or obtain within one year.
  • Proficiency in Microsoft Office software including Excel and Word.
  • Demonstrated management and performance management skills, including the ability to effectively lead a team.
  • Excellent written and verbal communication skills needed for professional report writing and presentations to Council, media and various internal and external groups.
  • Demonstrated business development, budget, financial, marketing and customer service skills.
  • Experience leading projects and ability to liaise with a variety of internal and external partners.
  • Sound knowledge of budget preparation and control.
  • Demonstrated leadership, coaching and human relations skills to effectively develop staff.
  • Sound knowledge of section operations and relevant current management, technical and operating practices.
  • Sound knowledge of all applicable regulations and Acts, including good working knowledge of the legislative requirements of all applicable operations.
  • Knowledge of cemetery operations is considered an asset.
  • Leadership skills to create a constructive, results oriented work environment and to motivate staff to undertake and complete activities to achieve optimum operational results.
  • Interpersonal skills including tact, diplomacy and conflict resolution to develop and perpetuate good working relationships with staff, coworkers, peers and service providers.
  • Valid Class G driver's license (DZ preferred) and equipment operation experience
