Job Number:48928**Reporting to the General Supervisor of Business Licensing, Inspection and Compliance, the Program Manger, Inspections and Compliance is responsible and accountable for managing, and leading inspections and compliance programming within the Development Approvals and Inspections Section. Delivering efficient and customer centric inspections programming, as well as stewarding the 4E Model (Engage, Explain, Encourage, Enforce) compliance model in support of City of Edmonton Zoning and Drainage bylaws, are a major focus of this position.

  • Develop, continuously improve and manage inspections programming for lot grading, landscaping and development permit inspections milestones throughout the development cycle of residential and commercial properties
  • Develop, continuously improve, and manage compliance resources where bylaw violations occur ensuring compliance activities align with 4E model requirements including projectbased and multijurisdictional enforcement projects with internal and provincial partners
  • Develop and manage change related to new and modernized approaches to inspections and compliance programming in response to stakeholder engagement, emerging local issues, shifting strategic priorities, and City Council's vision and direction
  • Support the development of annual and fouryear operational plans and budgets identifying the resources required to meet service level demands
  • Lead the development of Council and Committee reports, including drafting and presentation of reports, and participating in City Council and Committee meetings
  • Provide leadership, coaching, and professional development to team members
  • Respond to escalated citizen, stakeholder inquiries and resolve concerns received from the Mayor, City Council, Administration, industry representatives, regulatory bodies, applicants, other municipalities and the general public
  • Facilitate ongoing and projectbased engagement with internal and external stakeholders regarding the work unit's programming and approaches, policies, and processes

Qualifications:


  • A Degree in Business, Planning, Justice Studies, Criminology, Sociology or a related discipline
  • Membership or eligibility for membership with related professional associations including the Canadian Institute of Planners, Alberta Association of Community Peace Officers, Canadian Association of Criminology and Legal Studies, or the Alberta Development Officers Association are assets
  • Certification in Change Management, Certified Protection Professional (CPP) designation, Peace Officer status or ability to obtain Peace Officer status are assets
  • Minimum of 7 years of progressively related work experience in business, planning, compliance, inspections, development, or program management in the public sector, or a combination thereof:
  • Including at least 5 years of experience at a supervisory level in planning, compliance, inspections, development, or a combination thereof with proven ability to coach, mentor, motivate and lead a diverse team of staff; and,
  • Including supervising large teams with diverse scopes of responsibilities in areas of planning,compliance, inspections, development or equivalents
  • A thorough and current knowledge of the development permitting process and relevant City of Edmonton Drainage Bylaw and Zoning Bylaw; Municipal Government Act, The Freedom of Information and Protection of Privacy Act
  • Proven ability to use sound judgement and make decisions and recommendations in the absence of formal guidelines or procedures
  • Demonstrated ability to express ideas and concepts effectively and persuasively, verbally and in writing
  • Well developed and demonstrated problem solving and analytical abilities
  • Demonstrated ability to support growth and development of subordinated, including formal performance management, in a union environment
  • Demonstrated ability to understand and discuss advanced and complex enforcement and legal procedures, processes and mechanisms with a wide range of stakeholders, and be recognized as senior advisor to the team on legislative interpretation
  • Proven skills in conflict mediation and in facilitation/negotiation of complex internal and external multijurisdictional challenges
  • Hire is dependent on Criminal Information Check satisfactory to the City of Edmonton; there may be a cost associated with this requirement
  • Demonstrate service excellence, embracing diversity and promoting inclusiveness
