Job Summary:


Duties and Responsibilities:


  • Lead the Energy Management team in finding the energy conservation opportunities in the City's portfolio of facilities to reduce the City's annual energy and water consumption and utility spending budget.
  • Develop and oversee the implementation of energy efficiency projects/programs, oversee the development of the M&V plans to measure the project results.
  • Establish preliminary and final budgets for energy efficiency projects; establish priority of conservation measures implementation.
  • Liaise with operating and asset management staff to coordinate endoflifecycle equipment replacement with energy efficient upgrades.
  • Lead the team in the delivery of utility budget forecast, quarterly utility projections, accruals reporting, utility consumption validation, financial bills validation, errors investigation and resolution
  • Monitor natural gas market trends and City natural gas usage. Predict future natural gas requirements for City facilities. Receive and review purchasing strategies with consultant and select best strategy for City's purposes on an ongoing basis.
  • Prepare an annual corporate report detailing results of the Natural Gas Procurement Strategy.
  • Monitor and track electricity market trends and prices. On an annual basis, with consultant, review and compare available strategies for each account, select most appropriate strategy for each account. Prepare an annual corporate report detailing results of the Electricity Procurement Strategy.
  • Oversee bills validation process and errors correction.
  • Provide project management and supervision of construction for energy conservation projects, including preparation of contract documents, construction supervision and financial control.
  • Perform project validation.
  • Supervise staff including development of PMP agreements and evaluation of work performance.
  • Work with staff to identify career goals and development needs, and provide regular feedback.
  • Provide ongoing coaching and mentoring to support individual and team performance.
  • Responsible for the recruitment of staff.
  • Manage projects utilizing management principles including project phasing, trades division and sequencing, labor relations, administration practices and cost control.
  • Analyze and recommend acceptance of consultant and construction contracts.
  • Directs and monitor the project construction schedules.
  • Coordinates or assist with the resolution of design and construction deficiencies.
  • Leads the update of the Energy Efficiency Guidelines.
  • Performs other duties as may be assigned.

Skills and Qualifications:


  • Registered as a Professional Engineer (mechanical or electrical engineering) with Professional Engineers of Ontario.
  • Over 7 years progressive experience in design engineering, project management and construction administration.
  • Minimum 5 years experience in energy conservation.
  • Excellent leadership and people management skills. Minimum of 3 years of leadership and/or supervisory experience.
  • PMP and LEED designations are preferred.
  • Excellent demonstrated understanding financial analysis and economic justification of energy efficiency retrofit projects.
  • Experience in the energy (natural gas, electricity, utility) industry.
  • Excellent demonstrated understanding of utility metering, billing and rate structures for electricity, water and natural gas utilities.
  • Demonstrated knowledge of corporate budget process and budget control or previous financial management experience including developing, implementing and monitoring budgets.
  • Detail oriented and exceptional planning and organizational skills for managing multiple tasks.
  • Strong public relations skills to build partnerships and collaborative relationships with people both inside and outside the organization.
  • Excellent computer skills in MS Word, Excel, MS Project.
  • Excellent time management skills in managing workload and work schedules.
  • Strong communication skills, both verbal and written business analysis and consultation skills.
  • Must have a valid Ontario Driver's License with access to a vehicle.

Hourly Rate/Salary:
$ 85, $ 113,541.00
