Primary Duties
The Policy and Program Analyst is responsible for supporting the development and implementation of corporate policies and programs.

The Analyst will be involved at all stages of policy development cycle including research, drafting, analysis, consultation, developing recommendations, developing subsequent procedures and/or programs and subsequent evaluation.

The Policy and Program Analyst will also provide support in areas such as documenting corporate business practices, contract maintenance, regulatory and/or legislative requirements, relationship management with external third-party service providers.


Major Responsibilities:

  • Conducts research to assist in planning, developing, implementing, monitoring, and evaluating policies, programs, procedures, and initiatives.
  • Foster relationships with internal stakeholders, ensuring established objectives are understood and recommendations are aligned to organizational needs and requirements.
  • Participate in work groups or project teams to coordinate the review and approval process of policies, ensuring all stakeholders are engaged and feedback is incorporated.
  • Liaise and consult with external organizations to gather and share information concerning policies or programs mandated by regulators.
  • Maintain an up-to-date repository of corporate policies, records, and documents, ensuring they are accessible and compliant with legal and regulatory requirements.
  • Monitor changes in relevant regulations, legislation and industry standards to ensure policies and records management practices remain compliant.
  • Assist in the communication and training of employees on new or updated policies and corporate procedures.
  • Prepare reports, recommendations, and presentations for management and stakeholders.
  • Provide administrative support for IT vendor management, including contract review, vendor performance tracking, cost tracking, account maintenance, and contract renewal support.
  • Support relationship management with external services providers, ensuring effective communication and collaboration.
  • Participate in internal audits and assessments related to policy compliance, records management, and document control effectiveness.
  • Provide support to the corporate services team in records management, development, implementation and ongoing monitoring.

Education, Certification and Other Qualifications Required

Skills and Abilities:

  • Expert attention to detail
  • Proven experience in policy development, records management, and document control, preferably in the areas of cybersecurity and privacy, including providing advice and recommendations.
  • Experience in identifying policy or program issues and navigating a path forward.
  • Strong analytical, problemsolving, and decisionmaking skills
  • Advanced ability to demonstrate sound judgment and decisionmaking with appropriate level of discretion as the situation dictates.
  • High level of political acumen to navigate sensitive and confidential issues with tact and diplomacy.
  • Strong interpersonal skills, including the ability to collaborate effectively with crossfunctional teams, develop strong working relationships and engage stakeholders at all levels.
  • Intermediate MS Office skills
  • Demonstrated ability to conduct evidencebased research, analyze and summarize complex data and situations and communicate results and conclusions in a clear and compelling way both orally and in writing.
  • Strong organizational and time management skills with the ability to manage multiple priorities with competing deadlines.
  • Ability to work independently and demonstrate initiative.

Knowledge:

  • Some knowledge of electricity industry, natural gas industry, public utility, and regulatory frameworks, including Independent Electricity System Operator and/or Ontario Energy Board and natural gas rules, codes and regulations preferred.
