Labour Relations Advisor

Summary:


You Will:


Contract Administration and Labour-Management Relations

  • Serves as a source of expertise with respect to contract administration and collective bargaining history
  • Provides expert guidance and advice to internal stakeholders
  • Attends and/or leads labour management committee meetings
  • Ensures all obligations arising from the various collective agreements are met consistently and within established timeframes.
  • Builds and fosters a constructive relationship with the various associations
  • Assists in the investigation, research and preparation grievance responses.
  • Conduct thorough background research and risk analyses
  • Prepares quarterly grievance reports for approval of the Director Labour Relations.
  • Directly negotiates and/or assists with the drafting of settlement and memorandum/letters of agreement.

Labour Relations Consulting, Fact Finding and Investigations

  • Provides strategic and practical advice to Human Resources Business Partners and operational and administrative leadership
  • Acts as a key advisor to Human Resource Business Partners
  • Provide expertlevel advice to managers/directors on labour relations issues.
  • Provides expert guidance to internal investigators
  • In coordination with the Manager of Respect in the Workplace leads the facilitation and resolution of employee conflicts/issues.
  • Provides specialized advice and guidance on a range of policy and procedural changes.

Collective Bargaining Support

  • Works with the Director of Labour Relations and Dispute Resolution to prepare an environmental scan for each round of collective bargaining.
  • Supports the development of the bargaining mandate.
  • Acts as a member of one or more of the negotiation teams and provides training and orientation to negotiation team members as required.
  • In consultation with Finance and Total Compensation, conducts analysis of Association collective bargaining proposals
  • Coordinates the implementation of the new provisions and the drafting/approval of the new collective agreement.
  • Coordinates post bargaining implementation and training initiatives.

Grievance and Arbitration Management

  • Supports the development of conflictresolution skills
  • Assists in the investigation, research and preparation grievance responses
  • Conduct thorough background research and risk analyses
  • Prepares quarterly grievance reports for approval
  • Directly negotiates and/or assists with the drafting of settlement or memorandum/letters of agreement.

Employee Disability and Accommodation Case Management

  • Participates and/or advises on integrated case management meetings for complex disability, WSIB and accommodation issues
  • Advises Abilities Management on complex Occupational and Non-Occupational related claims.

Committees and Projects

  • Working independently or as a team member, on projects identified by the Director of Labour Relations
  • Strive to identify administrative efficiencies and improvements within Labour Relations and Dispute Resolutions services

You Have:


  • Undergraduate degree specializing in Human Resource Management, Business, Law, or Industrial Relations or a related discipline
  • A minimum of five (5) years' of progressively responsible labour relations experience, including labour relations, human rights, and workplace dispute resolutions in a complex, unionized environment. An equivalent combination of education and experience may be considered.
  • Completion of related postgraduate studies and/or certificate(s) in the field of labour relations is strongly preferred.
  • Advanced knowledge of Human Resources and Labour Relations concepts, practices, methods and negotiation/dispute resolution techniques.
  • A valid Class G Ontario driver's license with no more than six (6) demerit points required to travel within and
outside of the Region.

  • Ability to meet police security clearance requirements and to maintain confidentiality.
  • Experience using legal research data base/tools (Westlaw, Nexis Lexus, Canlii)

  • Able to provide strategic advice, guidance and support to operational leadership and functional areas of the Service to support adherence to the Collective Agreement and the mitigation and resolution of member disputes
