Fisheries and Oceans Canada (DFO) is following the direction from the Office of the Chief Human Resource Officer for a common hybrid work model across the federal public service.
This common hybrid work model consists of work on site at least 2-3 days each week, or 40-60% of their regular schedule.
Duties:
Fisheries and Oceans Canada (DFO) is a federal institution responsible for safeguarding our waters and managing Canada's fisheries and oceans resources.
As an Evaluation Analyst, you will be participating in the conduct of evaluations, including: the development of the evaluation design and evaluation matrix; developing data collection tools (e.g., interview guides, survey instruments, document review templates); collecting data through quantitative and qualitative methods; analyzing quantitative and qualitative data; developing evaluation findings and conclusions; writing sections of evaluation reports; and preparing for, and participating in, briefings on evaluation findings.
Intent of the process:
The immediate need is to fill one (1) indeterminate position. This process may be used to staff similar positions within the Government of Canada.

EDUCATION:
- Graduation with a degree from a recognized postsecondary institution* with an acceptable specialization in economics, sociology or statistics.
- A recognized postsecondary institution is defined as a public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a governmentmandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
NOTES:
- An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.
EXPERIENCE:
- A minimum of two (2) years experience conducting all phases of program evaluations (planning, conducting, reporting).
- A minimum of two (2) years experience collecting, synthesizing and analyzing quantitative or qualitative data to assess programs, projects or initiatives.
- Experience in developing findings and conclusions in support of program evaluations.
KNOWLEDGE:
- Knowledge of quantitative or qualitative methods related to program evaluation.
ABILITY:
- Ability to communicate effectively in writing.
- Ability to analyze qualitative or quantitative information and develop evidencebased findings and conclusions.

ASSET QUALIFICATIONS
EDUCATION:
- A postgraduate degree from a recognized postsecondary institution with a specialization in economics, sociology or statistics.
- Certificate in program evaluation from a recognized postsecondary institution.
EXPERIENCE:
- Experience conducting "inhouse" evaluations of programs (versus managing evaluations conducted by external consultants).
- Experience using data visualization to communicate the results of research and/or evaluation projects.
- Experience leading a line(s) of evidence as part of a program evaluation.
