General Accountability:


Key Job Functions:


  • Manages the TTC's Fitness for Duty program and ensures up to date policies and procedures governing alcohol and drug testing
  • Manages a team of Program Assistants and contractors which includes supervising daily activities, contract compliance, and evaluating and directing work and performance
  • Develops and facilitates training sessions for front line employees and Management to support policy compliance and contribute to safe operation of the TTC
  • Receives and reports alcohol and drug test results
  • Acts as the primary contact for external service providers and experts regarding the TTC Fitness For Duty program
  • Assists with the overall management and interpretation of contracts with external service providers to support the administration of drug and alcohol testing; and develops and reviews Request for Proposals for Service Providers
  • Conducts Fitness for Dutyrelated research and analysis to support policy changes in accordance with evolving industry standards, legal obligations, etc.
  • Prepares reports and conducts briefings as required
  • Consistently and proactively monitor internal and external trends with a goal of workplace safety
  • Responsible for treating passengers and employees with respect and dignity and ensuring the needs of passengers and employees with disabilities are accommodated and/or addressed (if applicable and within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a serviceprovider and an employer

  • Demonstrate knowledge of the industry and / or sector
    Education and Experience:
  • Post
  • secondary education in Human Resources or a related field, combined with several years of related work experience in a unionized environment
  • Working knowledge of labour relations, occupational health, human rights and human resources concepts and practices combined with thorough knowledge of relevant legislation (e.g. Human Rights Code, Labour Relations Act, etc.)
  • Demonstrated ability to make sound decisions in a timely fashion to adapt to changing situations
  • Experience working in a multiunion industry and with stakeholders in a consultative role
  • Sound judgement; excellent organizational skills; and superior verbal and written communication skills
  • Excellent research, presentation and public speaking skills; superior analytical and problem solving abilities to analyse and resolve complex policy issues; and excellent attention to detail and accuracy of work
  • Familiarity with the TTC Fitness For Duty policy; and experience in policy development would be an asset
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
