    Starlight Investments, in conjunction with WP Osborne Executive Search, is seeking a Development Manager to join their Western Canada Development team.

    Development Manager

    Reporting directly to the Vice President, Development for Western Canada, the Development Manager will be responsible for development projects, ensuring that value maximization and project quality are achieved.

    Duties and responsibilities:

    • Assess new accretive infill, greenfield, and expansion development, repositioning, and redevelopment opportunities within the Starlight portfolio;
    • Collaborate with Asset Management, Investment, and Construction Teams throughout the project lifecycle;
    • Conduct planning feasibility analysis and project due diligence with consultants to determine the viability of such opportunities;
    • Prepare development proposal reports and business plans (cash flow requirements, funding requirements, project timelines, risk analysis, etc) for review and approval by partners and senior management;
    • Provide strategic input, manage the approval process, and present plans and designs to stakeholders;
    • Anticipate possible impediments to development, determine an appropriate resolution, consult with internal stakeholders and direct consultant team to adjust development strategy accordingly, being mindful of scheduled project objectives;
    • Solicit proposals, secure and lead project teams of professional consultants through the full project approvals process, including re-zoning, official community plan amendments, development permit approval, variances, consents, and all other regulatory approvals required;
    • Improve and expand stable of outside consultants;

    Qualification

    The Development Manager will possess a University degree in Business, Engineering, or Urban Planning; 5 years of real estate development experience including management of the approval processes, working with municipalities and other governmental agencies; working knowledge of construction/architectural concepts; ability to lead and to prioritize competing short and long term deadlines; excellent communication, interpersonal, and organizational skills; advanced proficiency in Excel and PowerPoint. The ideal candidate can work autonomously, make decisions, and problem-solve independently, effectively, and creatively.
