    Job Title: Full-time Manager of Environment & Natural Resources

    Location of Position: Corner Brook, NL

    Hours of Work: Monday to Friday, 9 am to 4 pm

    Rate of Pay: $55,250.00 per annum

    Job Description

    Mi'kmaq Alsumk Mowimsikik Koqoey Association Inc. (MAMKA) was incorporated in 2005 by Qalipu Mi'Kmaq First Nation Band (QFN) and Miawpukek First Nation (MFN) to represent QFN and MFN in a variety of marine and ocean stewardship matters. The Manager of Environment & Natural Resources (ENR) works closely with the Director of ENR and the Manager of Fisheries and Enforcement to deliver programs of the Division of ENR.

    The Manager of ENR works with the MAMKA Board of Directors to deliver programs and services as described in the MAMKA Strategic Plan.

    Additionally, The Manager oversees the day-to-day activities of the Division of ENR within the Department. The Division of ENR includes two parent programs; Research & Monitoring and Lands & Resource Management.

    The Manager of ENR reports to the Director of ENR.

    RESPONSIBILITIES

    Program/Project Management and planning.

    Scheduling field work to efficiently implement a variety of research projects.

    Contract Management/Negotiation.

    Financial Management of annual budgets exceeding $500,000.00

    HR Management within the Division of Environment & Natural Resources.

    Manage all operations of QFN's Geographic Information Systems program including storage, management and planning of traditional use and traditional knowledge data collection; marine spatial planning; spatial ecology and conservation planning; QFN community mapping; cartographic support for all ENR projects; large format printing and maintenance of the plotter; project data storage and organization.

    Oversee Consultation Management including, but not limited to, Environmental Assessment referral management and preparation of consultation/engagement response correspondence on behalf of QFN Chief.

    Liaise with partnership and industry organisations to build relationships and new programs.

    Prepare purchase orders for equipment and supplies for the Dept within approved operating budget, prepare for approval by Director all purchase orders that fall outside approved operating budget.

    Ensure Vehicles, Boats, Trailers, ATVs, and Scientific Equipment are purchased and maintained as needed.

    As part of the management team, ensure the Nation fairly and equitably implements the Human Resources Policy.

    Ensure all relevant operations are compliant with QFN's ISO 9001 certification.

    Work with the manager and employees of the Division of Fisheries & Enforcement for assistance in the delivery of projects managed by the Division of Environment & Natural Resources.

    Ensure Health and Safety guidelines are adhered to by all Division operations.

    Perform other related duties as required.

    Qualifications

    Education: Preferred candidates would have a bachelor's degree in biology, environment, or other natural resources area combined with project management training and a minimum of 3 years of project management experience and related managerial experience. Equivalencies may be considered. GIS training/experience would also be an asset for this position.

    Working Conditions:

    This position includes activities in office and remote field settings. Duties often require extended hours including mornings, evenings, weekends, and holidays. This is a management position with minimal supervision, therefore a high level of independence along with a strong work ethic is essential. Travel and flexibility of work schedule is required.

    Employee Benefits:

    Annual Leave: FT employees - Three weeks per year.

    Statutory and Non-Statutory Holidays: Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.

    Summer Office Hours: Office hours during the summer months are from 8:30 am to 4:00 pm Monday to Thursday, Friday 8:30 am to 12:30 pm. The schedule starts the first long weekend in May and continues until the last week of September.

    Christmas Break: the office closes down during the Christmas break, this is an added bonus that employees are entitled to.

    FT Employee Benefits: Option to enrol in C of C - Employee Benefits Plan.

    Registered Pension Plan: QFN has a pension plan, FT employees contribute from 4 to 8 %, employee contributions are matched by the Band.

    FT Sick and Family Medical: Full Time Employees are entitled to 12 paid sick and family medical days per year.

    Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.

    Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbour.

    Volunteer Program: Employees may volunteer outside of the organization up to 21 hours per year.
