"General Accountability:
- The Manager, Quality Program is responsible for the development, implementation and management of all aspects of the Light Rail Transit (LRT) Quality Management System, ensuring that all quality audits required under the Quality Documentation are conducted, and findings reported to Metrolinx. The Manager must promote quality achievement and establish performance standards, procedures, and audit programs in order to meet business requirements, as well as identify and recommend process improvements to increase the efficiency, effectiveness, and quality.
Key Job Functions:
- Manage and direct the quality functions and activities related to the LRT Quality Management System deliverables and ongoing operations.
- Develop, implement and manage the framework for the LRT Quality Management System.
- Initiate management reviews and take necessary actions to ensure the effective operation and continuous improvement of the TTC's LRT Quality Management System.
- Set QA compliance objectives, monitor and analyze data and charts against defined performance parameters and producing statistical reports including developing trending for quality KPIs.
- Report on KPIs/KPMs as required through internal and external reporting cycle;
- Establish and prepare Quality Audit Plans and coordinate audits of key processes with the relevant Internal and external parties; audit and report on the status and compliance with the LRT Quality Management System.
- Coordinate and participate in Independent Quality Audits with independent quality auditor, Metrolinx quality auditors and internal stakeholders.
- Participate in Surveillance Quality Audits conducted by Metrolinx;
- Ensure that all Quality Audits required under the Quality Documentation are conducted, and report findings to Metrolinx, including the initiation of nonconformances for items to be resolved.
- TTC Lead on all matters related to quality management with Metrolinx and other external stakeholders;
- Coordinate all activities that demonstrate to Metrolinx and HMQ Entities that the TTC's LRT Quality Management System meets the requirements of Appendix 3 (Quality & Performance Management) of the contract.
- Prepare and submit to Metrolinx, upon request, LRT Quality Management System reports;
- Develop, implement and manage a program for Corrective Action and Preventive Action for Non-Conformances; approve and sign off on the actions taken in close out of Non
- Conformance Reports with internal and external stakeholders.
- Coordinate and manage Senior Management QMS reviews quarterly or more frequently as required between internal and external stakeholders.
- Conducts specialized investigations on quality problems and prepares reports of recommendations and corrective actions for the Director.
- Substitutes for the Director, Operations & Performance, as required.

Education and Experience:
- A completed University Degree in Business or a related discipline or a combination of education, training and experience deemed to be equivalent.
- Extensive directly related experience working in Quality Management.
Additional Requirements:
- Must have comprehensive knowledge and experience in the development, implementation and management of quality management systems, in particular quality management systems based on ISO
