    The department of Biological Sciences at the University of Toronto Scarborough (UTSC) pursues detailed knowledge of the natural world, effective management of natural resources, novel technologies and medical techniques. The department of Biological Sciences is comprised of faculty who are innovative researchers and engaging teachers that make important contributions to society.     Your Opportunity:

    Reporting to the Chair of the Department, the Manager, Operations & Finance, will contribute to the overall vision, goals and mission of the Department of Biological Sciences by playing a key role in the department's strategic planning. The Manager will have responsibility for strategic planning and departmental operations management, human resources management, financial management, and space and facilities management. In addition, the Manager will provide oversight of student programming and academic experience, academic administration, and lab operations administration.

    In collaboration with the Chair, the Manager will develop the department's strategic direction by developing short-term and long-term strategic plans and implementing well-defined department protocols, leading-edge business processes, and systems to increase efficiency and operational effectiveness. In addition, the Manager will oversee the development and implementation of the annual and forecasted budgets and advise the Chair on a variety of complex financial matters.

    The Manager will have a high level of autonomy and is responsible for exercising a high degree of judgment and initiative in resolving departmental and operations-related issues. The Manager is accountable for resolving operational issues as they arise, including anticipating and resolving potential financial and operational challenges that impact the department. This Manager is responsible for providing the Chair with functional advice and/or expertise on various complex issues related to the university policies, legislation, collective agreement, etc. The Manager will also act as a departmental representative for Biological Sciences on various committees to provide input and expertise as required.

    The Manager will lead a team of administrative staff to support departmental objectives. The Manager will have full managerial authority related to human resource management, including organizational design, assignment of work, and the hiring, performance management and professional development of staff. The Manager will liaise with Human Resources Services on matters related to collective agreements and policies governing unionized and non-unionized employees and will, in consultation with the Chair, work on long-range planning of staffing needs and potential organizational changes.

    The Manager, Operations & Finance will effectively manage the day-to-day operations of the Department of Biological Sciences ensuring that the strategic goals and priorities are met.

    QUALIFICATIONS REQUIRED:

    EDUCATION:

    • University degree or an acceptable equivalent combination of education and experience. A graduate degree is considered a strong asset.

    EXPERIENCE:

    • Minimum of 5 years of related and progressive management experience with demonstrated experience in strategic planning, operational management and financial management, program development and administration preferably within a post-secondary environment.
    • Experience leading strategic planning initiatives and developing and implementing business plans and/or process to increase efficiency and optimization of resources (e.g. physical, human resources, financial, service delivery, etc.).
    • Proven experience managing, leading and coaching staff within a unionized setting.
    • Demonstrated experience in financial management, including budget modelling and forecasting.
    • Experience with the University's budget model, academic and financial policies, procedures, guidelines, systems, and structure is highly desirable.
    • Demonstrated knowledge of human resources policies and procedures and collective agreement interpretation.
    • Experience working with and interpreting policies and procedures pertaining to budget, finance and academic administration.
    • Familiarity with complex renovation projects (i.e. laboratory renovations) and space management. Purchasing and contract negotiation experience.
    • Demonstrated experience in academic planning (programs/curriculum).
    • Demonstrated experience in liaising with senior administrators, responding to and handling matters of a complex and sensitive nature.
    • Knowledge of labour, employment standards, health and safety, and sound management practice.

    SKILLS:

    • Strong business and finance acumen with the ability to research and analyze data to effectively identify trends and opportunities and mitigate risks.
    • Strong skills with the University of Toronto's Administrative Management System (AMS), including the Financial Information System (FIS), and Human Resources Information System (HRIS), or similar large enterprise systems.
    • Strong computer skills with high level proficiency in Microsoft Office.
    • Proven leadership and change management skills; excellent interpersonal, communication and organizational skills; strong team-building skills; excellent analytical skills and an ability to solve problems creatively.
    • Strong relationship building skills with the ability to effectively represent and advance the interest of the department.
    • Service oriented with demonstrated listening and critical thinking skills and strong decision-making skills.

    OTHER:

    • Ability to make sound decisions under pressure and in response to changing priorities.

    • Ability to deal effectively with difficult people and situations by exercising tact and diplomacy.
