    Corporate Services

    This department is responsible for providing administrative support services, as needed, to Council and to all City departments. The department carries out the statutory duties for the City's Clerk's Office, which includes, among other things, preparation of agendas, recording minutes, preparing by-laws, maintaining records, licencing, elections, and maintaining vital statistics. The department is also responsible for the telecommunications and information technology needs of City facilities.

    The City of Quinte West IT division is responsible for the City wide (Corporate) and departmental technologies within an integrated and secured IT infrastructure that provides dependable services to the citizens of Quinte West and City staff. Technology, as delivered via IT Services is key to municipal service delivery and is instrumental in the City's ability to meet its corporate goals and objectives.

    P urpose and Scope:

    Reporting to the Manager of Information Technology, the Network and Security Administrator will be responsible for the security (both physical systems and technical systems) and network architecture, high level support, troubleshooting and implementation for the City of Quinte West.

    This position is a contributing team member responsible for the day to day work and executing operations in line with department approved policies, plans and programs as well as efficiently meeting service standards in the delivery of municipal services.

    Duties and Responsibilities:

    The position will:

    • Be responsible for the architecture, installation and configuration of Local Area Network (LAN), Wide Area Network (WAN), virtual and cloud networks for the City. This includes the municipal fibre network throughout the City along with wired and wireless systems as currently deployed.
    • Identify and solve any high level connectivity problems that occur within any of the City networks.
    • Consult with business groups to identify networking requirements and design solutions.
    • Project management of the installation of new infrastructure.
    • Monitor networks and systems to identify performance issues or improvements.
    • Be responsible for defending systems against unauthorized access, modification and or destruction.
    • Scanning and assessing networks and systems for vulnerabilities.
    • Coordinating and organizing both physical and remote penetration testing on City infrastructure and systems.
    • Monitor network traffic for unusual activity.
    • Configure and support security tools such as firewalls, Intrusion Detection System (IDS), Intrusion Prevention System (IPS) and end point protection and patch management systems.
    • Be responsible for interfacing with any cyber security vendors that the City engages.
    • Implement security policies and contribute to generic policies security focused content.
    • Implement application security, access control and corporate data loss prevention strategies.
    • Evaluate software and systems against security policies and best practices.
    • Ensuring all e-commerce systems within the City follow best practices and are secured.
    • Part of the team that implements and tests disaster recovery and business continuity protocols for City systems and infrastructure.
    • Participate in investigations into possible breaches of policy or City systems.
    • Is responsible for the installation, maintenance and support of both internal and Ontario Provincial Police (OPP) Closed Circuit Television (CCTV) camera installations throughout the City.
    • Write reports to the Manager of the department indicating the health of the networks and security.
    • Work with other IT staff as the subject matter expert (SME) on security and networks.
    • Create cost estimates for the replacement or addition of gear.
    • Suggest new technologies and processes to create efficiencies throughout the City.
    • Perform related duties as assigned.
    • Demonstrate a commitment to learning and overall professional development.
    • Assist Application Administrator and IT Analysts with day to day tasks.
    • Follow all guidelines for employees and employers as legislated under theOntario Occupational Health and Safety Act, other applicable legislation, best practices, City policies and procedures where applicable.

    Education/Specialized Training/Skills:

    The position will require:

    • A minimum of a three (3) year community college diploma or university degree in an applicable computer science related field.
    • Expert demonstrated knowledge of computer systems and software.
    • Expert demonstrated knowledge of computer security.
    • Expert demonstrated knowledge of computer networks.
    • Experience with cloud technologies such as Amazon Web Services (AWS), Google Workspace.
    • Exceptional troubleshooting skills.
    • The position requires excellent organization and interpersonal skills with a proven focus on service delivery.
    • A highly developed sense of professionalism, tact and diplomacy.
    • Must demonstrate respect for confidential and sensitive issues.
    • Demonstrated telephone and public relations skills.
    • Demonstrated ethical behaviour and business practices.
    • Strong computer skills including Google Workspace, Google Docs, Microsoft Word, Excel, PowerPoint, Dayforce (or other similar software programs) email and internet.
    • Strong written and verbal communication skills.
    • Strong and effective analytical, strategic, critical thinking and problem solving abilities.
    • Ability to research, analyze and formulate solutions.

    Nice to have:

    Although not required, the following would be considered a preferred asset to the position.

    • A valid Class G Driver's Licence and a safe driving record in good standing, satisfactory to the employer.
    • A network administration certification such as Cisco Certified Network Associate (CCNA).
    • A cyber security certification such as Security Plus.
    • The ability to communicate in both English and French.

    Work Experience:

    This position requires a minimum of three (3) years of professional experience in an information technology or relevant environment.

    Nice to have:

    Although not required, the following would be considered an asset to the position.

    Decision Making:

    This position is responsible for providing timely and accurate information to the Manager of Information Technology, department staff, vendors and consultants or technicians. The position requires sound judgment involving decisions affecting the accuracy and quality of work.

    Supervision:

    • The position has no direct supervisory responsibility but does play a role in the technical training and guidance of staff on using technology and performing tasks and procedures.
    • This position does play a role in providing leadership, training and guidance to the staff within the division; however has no formal supervisory responsibility over these staff, with respect to human resources, disciplinary, or budgetary matters.
    • Work in an office environment on a regular basis.
    • Work in other City facilities may be required.
    • Flex time work hours and on call assignments.
    • This position requires "on-call" work on weekdays, weekends and holidays.
