We are currently looking for a Proposal Manager to join our Business Development team, who will report to the VP, Business Development.


Essential Duties and Responsibilities:


Proposal Management


Primarily responsible for the preparation and production of Top Aces proposals and responses to the customer, the Proposal Manager also supports the BD team.

Working with the BD team, they will be responsible for planning and management of the process.

  • Manage the Top Aces proposal management process including documenting the actual process;
  • Plan and coordinate the production of complex aerospace proposals with the Proposal team;
  • Analyze RFP language, develop a Compliance Matrix, Shred, key messaging and writing guide;
  • Execute the proposal response plan while working with key internal stakeholders;
  • With the Capture Manager, develop win themes, management & technical discriminators;
  • Assist the Technical team in producing coherent, compelling and compliant proposals;
  • With the Financial team, support the development of innovative pricing strategies;
  • Lead and coordinate meetings with the various functional groups supporting the Proposal;
  • Develop, implement and monitor the Proposal schedule to ensure the schedule is realistic, achievable and meets the proposal due date;
  • Jointly develop the proposal budget based on estimates for the identified proposal scope of work;
  • Independently address and solve daytoday proposal delivery challenges;
  • Ensure the RFP / Proposal response is compliant, complete and submitted on time;
  • Build a library of approved proposal content for quickturnaround opportunities;
  • Understand and navigate government contracting vehicles and procedures; and,
  • Work with Top Aces Admin team to maintain registrations like SAM, CAGE, DUNS, etc.

Business Development Support

  • Assist in the assessment of new business opportunities and support the qualification of these opportunities in accordance with Top Aces Business Capture processes;
  • Participate if required in domestic and international trade shows and conferences;
  • Assist the Business Development team in the continuous refinement of the Top Aces Business Capture Process;
  • Participate in and assist in the development of Competitive Intelligence activities;
  • Design and develop Market Research materials in support of Top Aces Business Capture goals;
  • Monitor government procurement opportunities activities on various International and Domestic procurement sites (MERX, SAM.Gov, AUSTENDER, Contracts.
MOD.UK, etc.)


Education and/or Work Experience Requirements:

***- Bachelor's degree in Business Administration, Commerce or equivalent relevant work experience

  • 5 years of proposal management experience supporting government proposal responses in the aerospace and/or defence industry
  • Knowledge of government structure and decision making processes
  • Must be able to obtain Industrial Security Clearance at the Level II or higher

Special Working Conditions

  • The nature of this position will not normally require travel (domestic and international).
