Position Summary:


Reporting to the Director, Airport Planning, this position provides input into the development of GTAA standards and policies regarding groundside planning and the provision of airport landside and ground transportation development requirements and specifications.

The Manager, Groundside Systems Planning, plans the required capacity alongside the projected demand.

The role coordinates with external transportation and transit agencies and organizations and provides support to internal clients through both short and long-term planning analysis, collaboration and influencing clients and peers to define requirements for timing and scope of new, and the optimization of existing, infrastructure.


Key Accountabilities:


  • Leads project phases, including tender process, proposal review, contracting, planning scope development, project outcome management and the work of consultants and contractors
  • Coordinates with partners on requirements and delivery of projects and future planning
  • Coordinates with GTAA operational and development groups on current challenges and shortterm projects
  • Develops and directs demand and capacity forecasting, modelling, data collection, quality control practices and analysis and methods for studies
  • Develops, implements and analyzes facility utilization metrics and makes recommendations
  • Leads the collection and storage of ridership data to ensure reasonable empirical data is used as basis for understanding facility requirements
  • Identifies sources of data, influences data exchange agreements/arrangements and ensures the implementation and ongoing receipt of the required information
  • Conducts costbenefit analyses and develops project justifications for infrastructure investment
  • Prepares reports and presentations to communicate and defend analysis results and recommendations for senior leadership
  • Coordinating with municipal, regional and provincial agencies to ensure that onsite and offsite ground transportation planning is consistent with the GTAA Strategic Plan, Airport Master Plan, and regional official plans
  • Develops and recommends planning policies, procedures, and standards
  • Attends public meetings and other forums to give presentations, answer questions as appropriate on matters related to landside and ground transportation facility planning and airport master plan
  • Lead people by providing coaching, guidance, and development by providing feedback for personal and career growth

Qualifications:


  • Postsecondary degree in Engineering, Planning, Aviation Management, or a related field
  • 8+ years work experience in transportation or airport planning and/or operations or business planning.
  • At least 3 years' direct people leader experience, with the ability to lead and motivate people.
  • Experience working in a customercentric environment.
  • Possess a valid 'G' class driver's license
  • Able to obtain and retain a Transportation Security Clearance

Knowledge, Skills and Abilities:


  • Knowledge of airport landside and ground transportation planning, operations, and systems, including capacity planning and management
  • Welldeveloped problemanalysis and decisionmaking skills
  • Superior written and verbal communication/presentation skills and effective influencing skills
  • Ability to influence without authority; effectively build strong relationships and break down complex technical problems and analysis into clear and concise recommendations for both internal and external partners
  • Demonstrated knowledge of economic, statistical, and forecasting concepts and methods
  • Applied knowledge of the aviation industry and trends and the socioeconomic determinants of demand for air travel and aviation services with a customercentric focus
  • Ability to be flexible, adaptable, and see the big picture
The GTAA is a federally regulated private sector. The Government of Canada has suspended the mandatory vaccination requirement for federally regulated transportation sector workers. The GTAA continues to monitor government and health developments relating to COVID -19 and may re-introduce the Vaccination and proof of Vaccination requirement
