Who We Are:

We are responsible for the development and implementation of programs that help ensure compliance with provincial and federal laws governing the operation of Peel Region's water and wastewater systems and front-line support for reporting, water quality assessment, response to customer enquiries and delivery of Ministry inspections.

We manage legislative approvals documentation, with some overlap of responsibilities of the Water and Wastewater Programs Quality Assurance (QA) team that lead the Quality Management and Environmental Management Systems for drinking water and wastewater.


Reporting to the Manager, Regulatory Compliance, the Supervisor, Water and Wastewater Compliance serves as the point of contact for municipal water and wastewater system regulatory and enforcement matters, provides technical support on water quality standards and assumes responsibility for the planning, scheduling and supervision of resources and tasks to assure continued maintenance of regulatory compliance of the Region's drinking water and wastewater systems In this role you will Supervise a team of six employees, including Specialists, Technical Analysts and Students.


What you will do in this role:

  • Working knowledge of Water and Wastewater legislation including interpretation of laws, regulations and standards, education, and advisory service to operations, Overall Responsible Operators, capital works, planning and other programs, and the leadership team
  • Develops and implements protocols and procedures identifying continual improvement opportunities to establish best practices; and managing the MECP compliance inspections, inhouse compliance checks and water quality monitoring programs and MECP reporting requirements
  • Oversees water quality and wastewater compliance monitoring data, operational data collection and associated reporting and collaborates with operations teams to ensure effective program execution
  • Builds internal and external networks and partnerships that enhance program delivery and works with section leadership team on identifying opportunities for improving service delivery, ensuring consistency in practices in alignment with divisional strategies and priorities
  • Leads and delivers maintenance of Peel's municipal drinking water and wastewater provincial licensing, approvals and permits and all related processes to manage related legal documentation and assess compliance risks, develop monitoring reports and communicate the status of the compliance program to senior management, Council, other agencies and the public,
  • Provides leadership to ensure project and program financials, progress, project scope changes and challenges are managed and appropriate resources/stakeholders are available/engaged and provides guidance and monitoring in the development of project charters, terms of reference, Service Level Agreements, evaluations and recommendations for Council
  • Builds sustainable relationships with provincial government, municipalities and agencies around the management and operation of municipal drinking water and wastewater systems and impacts on end users and maintains expert knowledge and interpretation of existing and pending regulations and policies
  • Ensures focus on customer service excellence and maintains water quality and supply and wastewater public enquiry program to ensure timely and effective response to consumer questions and concerns and provide resolution independently and/or in collaboration with Peel Health department and water and wastewater operations
  • Oversees employee performance, career development, succession planning activities and create opportunities to facilitate employee growth and professional development

What the role requires:


  • University/college degree in environmental science, chemistry/biochemistry and/or engineering
  • 5 years' experience preferably in a leadership role in the management of water and/or wastewater compliance and regulatory components within municipal environmentExpert knowledge and understanding of the provincial and federal acts and regulations as they pertain to water and wastewater municipal operations (MECP, Ministry of Natural Resources, Environment Canada)
  • Internal Auditor training and certification and MECP Operator (water/wastewater/water quality analyst) certificate/licence or requires completion of the MECP recognized Water Quality Analyst and/or Water/Wastewater Operator certification, as applicableWorking knowledge of Drinking Water Quality and Environmental Management Systems, risk assessment, emergency preparedness, response an
