- Responsible for capital asset planning and management in collaboration with the City's Facilities Management (FM) team.
- Provides strategic direction and support to venue operators as it relates to facility operations and capital asset management as well as developing shared policies and procedures.
- Coordinates capital asset management between the City (., FM, Procurement, Security, TIS, and third-party operators to support issues identification and project prioritization; providing support with the RFP process and project management, while assisting with escalated issues.
- Manages maintenance systems, training of users, and tracking and reporting of facility maintenance records (., CityWorks).
- Monitors, programs, and troubleshoots problems with a variety of building systems (., BAS controls, HVAC, Life Safety Systems, ; identifies needed repairs or replacement.
- Plans, develops, and implements facility policies in accordance with City mandates, department mission and industry best practices including health, safety, and security.
- Coordinates construction, repair, renovations, and preventative maintenance while analyzing financial and operating reports to initiate action and improve performance (., energy conservation).
- Manages the safety, security, and risk of operations through awareness of legal issues, staff training, and internal controls and processes.
- Hires, trains, supervises, and evaluates personnel; assigns and reviews the work of others.
- Prepares tender documents for capital projects in consultation with the Purchasing Department.
- Assists in the development and makes recommendations for operating and capital budgets, administering the budget for the culture and entertainment division as it relates to facilities.
- Remains current on operations trends, new initiatives, strategies, and funding opportunities that will allow culture and entertainment venues to stay competitive and sustainable.
- Develops facility-related programs including safety plans, housekeeping standards, security procedures, and coordinates the flow of related information within the division, with other City departments, and externally with contractors, vendors, and venue operators.
- Provides leadership in operations, facility maintenance, safety, and project management, including managing labour relations and third-party vendors.
- Establishes and maintains cooperative and effective working relationships with employees, venue operators, public, vendors, tenants, clients, and City officials.
- Collaborates with internal and external groups to develop, execute, and support strategic plans and programs.
- Liaises with City Security, Risk Management, Legal, etc. on policies, procedures and claims against the City.
- Represents the Director and the division on various committees, meetings, and presentations.
- Prepares and submits payroll; coordinates accounts payable documentation.
- Investigates and reviews insurance claims, accident reports, and WSIB reports.
- Performs work in accordance with/under the guidance of City of Kitchener policies and procedures, OHSA, Human Rights Act, multiple collective agreements, Technical Standards and Safety Act, ESA, CSA, Fire Code, Ontario Building Code, etc.
- Performs other related duties as assigned.
- Completed a 3-year technologist diploma or 3 years in a specialized post-secondary program in a related field.
- 4-7 years of related industry experience, including facility maintenance operations, preventative maintenance programs, facility equipment and technical systems.
- Working at Heights and Elevated Work Platform certification required, or the candidate would be willing to attain.
- Experience managing building systems, including Building Automation, HVAC, plumbing, electrical, fire alarm and life safety systems, security, elevators, etc.
- Experience and proficiency using CAD programs.
- Experience organizing and leading major projects, demonstrating strong communication skills and fostering productive working relationships with a variety of invested groups.
- Ability to use basic computer applications (., Office)
- Knowledge of employment, labour, and health and safety legislation.
- Experience working with Ontario Building Code and the Accessibility for Ontarians with Disabilities Act (AODA).
- Excellent organization and administrative skills to coordinate work orders, track equipment inventory, filing notes, and schedule staffing.
- Excellent leadership skills, negotiation skills, decision-making skills, self-awareness, and emotional intelligence; the patience to teach and coach staff, inspire, motivate, and the ability to problem solve.
- Experience with managing multiple venue types is an asset (., Performing Arts Centre).
- Ability to work nights, weekends and holidays as required.

Position Overview:
Culture & Entertainment is a newly formed division that sits within Economic Development and includes three units – Arts & Creative Industries, Special Events, and the Centralized Service Provider. The Centralized Service Provider is responsible for providing business services and operational support to the culture and entertainment venues owned by the City of Kitchener.
Reporting to the Director of Culture & Entertainment, the Supervisor of Culture & Entertainment Facilities oversees facility maintenance operations, preventative maintenance programs, facility equipment and technical systems, and manages facility-related infrastructure improvement projects for City-owned culture and entertainment venues, including The Centre In The Square, the Registry Theatre, the Conrad Centre for the Performing Arts, 44 Gaukel Creative Hub, Victoria Park Pavilion, THEMUSEUM, and the Homer Watson House & Gallery.
Interfacing with the City's Facilities Management (FM) division, the Supervisor supports collaboration between City staff and the venue operators as it relates to capital planning and technical oversight, issues identification and project prioritization. Establishing consistencies and standard operating procedures across all City-owned culture and entertainment venues, the Supervisor balances strategy and planning with day-to-day troubleshooting.
