Under the general direction of the Manager of Innovation and Technology, the Coordinator, Data and Analytics will lead the Water and Waste Department's (WWD) Data and Analytics Branch to develop and oversee the governance, methodologies, people, processes, architectures, and technologies to continually transform the Department's data assets into accurate, trusted, and assured insights to enable evidence-based decision-making.


The Coordinator, Data and Analytics is responsible for providing management and direction to the multi-year, multi-million dollar Business Intelligence and Analytics (BIA) program which will develop data governance and implement Azure Cloud based BIA solutions using Tableau, Talend, and other related technologies.


Additionally, this position will be responsible for developing stakeholder relationships across and external to the Department to seek and define real world problems and address them with data and analytics products and services.


As the _Coordinator, Data and Analytics_
_ _you will**:

  • Coordinate the procurement, development, sustainment, and continuous improvement of data and analytics products and services including their underlying supporting infrastructures and technologies to ensure accuracy, breadth, continuity, depth, expediency, and reliability of reporting and decision-making processes and systems.
  • Lead and manage the Information Systems Technology Division's Data and Analytics Branch to plan, design, develop, implement, sustain, and cultivate a selfreliant operating model and team for data and analytics products and services.
  • Promote and maintain an evidencebased decisionmaking culture within the Department to expand problem solving capabilities, reduce bias, improve organizational efficiency and effectiveness, and unlock opportunities for innovation.
  • Execute the Department's Enterprise IT Architecture Roadmap for Data and Analytics to contribute to the Department's strategic and everevolving transformation into a Utility of the Future.
  • Plan and oversee the portfolio of data and analytics projects, products, and services for the Department to transform the Department's data assets into accurate, trusted, and assured insights to enable evidencebased decisionmaking.
  • Perform other related duties consistent with the position as assigned.

Your education and qualifications include:


  • Bachelor's or Master's Degree in Computer Science, Engineering, Business Administration, or an equivalent combination of education and experience.
  • Additional education in Accounting, Biological Sciences, Chemical Sciences, Economics, Environmental Sciences, Finance, Statistics, or an equivalent combination of education and experience is preferred.
  • Certification in Project Management and/or Organizational Change Management are preferred.
  • Minimum six years experience including comprehensive knowledge of Project Management and Organizational Change Management principles.
  • Minimum six years experience in three or more areas related to the management of information systems and technologies.
  • Minimum four years experience supervising staff and contractors.
  • Minimum two years experience in one or more areas related to data science.
  • Minimum two years experience in incorporating formal sustainability principles (such as Triple Bottom Line (TBL) to solve business problems.
  • Minimum two years experience as a technology domain expert within a utility environment is preferred.
  • Minimum two years experience developing business cases, cost benefit reports, and detailed project plans including cost, time, and resource estimates.
  • Minimum two years experience conducting quantitative and qualitative analysis with analytics techniques to solve defined business problems.
  • Minimum two years experience and understanding of democratized data and analytics concepts, architectures, and operating models.
  • Minimum two years experience with business problem identification and framing, developing narratives, and generating value propositions is preferred.
  • Knowledge of water, wastewater, and solid waste service delivery and operating models is preferred.
  • Exceptional written and verbal communications skills, including public speaking and group facilitation.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts, and the public, in accordance with the Respectful Workplace Policy.
  • Knowledge and understanding of occupational hazards, safety precautions, regulations, and procedures that are applicable to area of work.

Conditions of employment:

  • Must possess and maintain a valid Class 5 Manitoba Driver's License.
