- Develops and recommends strategies on the implementation of safety management systems, education and training programs, accident prevention initiatives, industrial hygiene (prevention of exposure), engineering controls, first aid provisions, emergency response, fire safety, accident investigations and injury reporting protocols.
- Implements the safety management system in line with applicable OHSAS standard. Provides coaching and guidelines to managers and supervisors on their individual legal obligations and assists them in integrating safety related duties into daily activities and influence change through their own actions.
- Updates and maintains the safety management system and manuals.
- Inspects and maintains the required onboard safety, medical and firefighting equipment when required and manages it through the ships preventative maintenance system.
- Overseeing complex maintenance scopes being undertaken by shoreside personnel, ship's crew, and third-party contractors to ensure they are completed safely and to the required federal, class, and client requirements.
- Assists in the development and implementation of the health and safety training programs.
- Leads the third-party OHSAS audits and develops the internal audit program for the formulation of action plans and for achieving full compliance with audit recommendations.
- Manages the safety team in terms of personal performance, expectations, goals, motivation, and team building. Establishes actions plans with Facility staff and Ships Officers and conducts regular reviews on progress and completion of action items.
- Assists on all regulatory appeals ., WCB Order, Administrative Penalties and Prosecutions, WCB Assessments, Federal Directives or Prosecutions and handles all incident investigations where there is a risk of prosecution.
- Advises senior management on legislation and internal policy and procedures. Monitors and reports on levels of compliance.
- Collaborates with Union leaders on safety policy development and implementation. Assists in search for consensus so that safety policies are accepted by the Union leaders.
- Develops and implements safety procedures for work consistency. Leads risk management and hazard assessment initiative including task analysis training in risk control, corrective actions, and supervising efficiency of new and existing control measures.
- Routinely Inspects the terrestrial worksite, floating maintenance facility and conducts frequent vessel and dockside visits.
- Builds relationships and facilitate knowledge transfer with various external bodies (site and local emergency response, local First Nations, Classification Societies and Transport Canada, Transportation Safety Board, HRDC and WorkSafe). Keep up to date on regulatory changes and participates in review bodies.
- Supports senior management on various safety issues that impact the wider industry group.
- Leads the monthly safety/operations management reviews.
- Facilitates accident investigation, develops and implements a root cause analysis system. Collects data, develops trends and communicates the common reasons why accidents are occurring in worksite.
- Manages the Safety Corrective Action System and ensures completion of corrective actions that are raised. Links the corrective action system to the accident investigation and root cause analysis process so that safety coordinators and managers can review accident data and trends.
- Act as the alternate Designated Person Ashore, when the primary DPA is absent.
- A QHSSE professional, with a formal qualification in safety management such as NEBOSH or similar. Completion of or readiness to enroll in Canadian Registered Safety Professional (CRSP) designation.
- Diploma of Degree in maritime studies or a marine certificate of competency is considered an asset.
- With a primary focus on safety and a strong understanding of Marine Operations, this role provides coverage for the Senior Operations Manager during travel and vacation.
- 5-10 years of experience in safety compliance, with at least 3 years of that experience being directly involved with the maritime industry.
- Experience in the oil and gas industry is considered an asset.
- Must be flexible and willing to work outside of business hours when required to ensure workplace safety and minimize off hire time.
- Comply with Haisea and their client's drug-free and harassment-free work environment policies and all other site and vessel safety policies and procedures.
- Be willing to complete Pre-Site Access testing for alcohol and specific drugs as well as a background check.
- Live in the District of Stikine (Kitimat/Terrace) or be willing to permanently relocate.

Description
The Safety Manager is responsible for the implementation and maintenance of the safety management system. This includes management of safety programs and trainings, developing policy and procedures, delivering internal audit program, and liaising with external auditors and client representatives on site. This role ensures regulatory compliance and that all managers, supervisors and employees receive the appropriate training and education to fulfil their work safely. This role requires an in office and on-site presence and the ability to work with a new and growing team to foster and implement a strong safety culture in a rural and challenging environment. With a primary focus on safety and a strong understanding of Marine Operations, this role provides coverage for the Senior Operations Manager during travel and vacation.
