Job Summary:

Lead, plan and deliver complex multi-phase procurement projects. Responsible for procuring the correct goods and services at the right time and price. First point of contact for clients providing consulting services.


Duties and Responsibilities:


  • Lead and develop procurement strategy for a wide variety of commodities, including complex requirements of professional and consulting services, construction, IT, fleet and heavy equipment, corporate contracts for fuel, maintenance and services.
  • Knowledgeable of market conditions and trends and strive to achieve best value and cost savings.
  • Lead a team (both internal staff and external service providers) of procurement professionals and manage workload, monitor plans, coach staff and ensure timely completion of projects.
  • Develop binding documents, relationships, provide financial advice, recommend options, mediate issues, and resolve disputes with internal and external stakeholders.
  • Provide compliance monitoring and financial controls for all contracts.
  • Prepare detailed reports (business cases) for contract awards.
  • Mitigate potential for fraud, ensure that vendor name changes and assignments of contract are appropriate, and any amendments are consistent with contract provision and in accordance with policy.
  • Supervise intermediate and junior buyers and provide functional guidance to purchasing assistant

  • Comply will relevant City policies.

  • Make financial commitments on behalf of the City. May purchase in excess of $300 million of goods and services annually with signing authority up to $100,000.

Skills and Qualifications:


  • Postsecondary education in a relevant field such as business, finance, public administration. University degree in relevant field of study.
  • Supply Chain Management Professional Designation (SCMP), through the Purchasing Management Association of Canada (PMAC), or C.P.P.O. designation through National Institute for Government Purchasing (NIGP)
  • Leadership skills training, negotiation training, purchasing law courses, finance and accounting principles and project management skills.
  • 510 years of progressively responsible experience at a senior level in a government institution or corporate environment.
  • Advanced computer skills, including City software and Microsoft Office.
  • May require some light lifting of supplies/materials.
  • Prolonged exposure to computer keyboards and screens. Primarily office environment.

Hourly Rate/Salary:
$ 109, $ 145,540.00
