Reporting to the Human Resources Director, this position is responsible for leading and directing the routine HR functions and providing HR support on all personnel matters.

This position will work closely with the HR Director to ensure that all department goals are achieved and initiatives implemented.

This role will support employees, managers and other staff in the HR department and will be responsible for ensuring that Company HR matters are in line with Company policies and procedures while maintaining adherence to the Canada Labour Code and other applicable employment legislation.


This role will provide confidential support to staff and management as required, including assistance regarding policy interpretation, problem resolution, interpretation of collective agreements and all other support as needed.

The incumbent will be responsible for overseeing and contributing to day-to-day HR duties such as, but not limited to: HRIS management and support, handling internal/external correspondence that comes through the HR inbox as well as personal inbox, management support, internal investigations and all other HR support as required.

Key Responsibilities and Accountabilities

  • Manage, use and maintain HRIS system
  • Provide assistance and direction pertaining to both employee and management inquiries and concerns
  • Responsible for the oversight and management of all employee leaves and return to work programs
  • Ensure legal compliance by monitoring and implementing applicable human resource federal requirements, conducting investigations and representing the organization at grievances and union negotiations
  • Prepare employees for assignments by establishing and conducting orientation and training programs
  • Responsible for oversight of Annual Employment Equity Report
  • Responsible for performance management in conjunction with leadership
  • Make recommendations to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures and regulations
  • Attend job fairs, expos, conferences, recruiting and community events as required
  • Oversee and support junior members of the HR team
  • Provide ongoing HR support in the absence of the HR Director
  • Embrace Perimeter's culture of safety, ensuring that staff members are actively participating in the Company's Safety Management System
  • Perform additional duties as assigned and assist department as required

Minimum Education, Experience and Certifications

  • High school diploma or General Education Degree (GED) equivalent
  • Post-Secondary education in Human Resources
  • 3+ years' experience in a Human Resources Manager or equivalent role
  • 2+ years experience working in a unionized environment with ability to read and understand collective agreements
  • Experience in union negotiations as well as the grievance process
  • Solid understanding of and experience with full cycle recruitment
  • Experience using and maintaining an HRIS system
  • Experience managing internal investigations and complaint resolution
  • Knowledge of Canada Labour Code considered an asset
  • Experience processing and managing leaves and return to work processes
  • Strong knowledge of office programs, including Word, Excel, PowerPoint and Outlook
  • Must be able to obtain and maintain any applicable transportation security clearances and additional authorizations
  • Valid driver's license
  • Indigenous and Cultural Awareness Training considered an asset
