    The Ministry of Emergency Management & Climate Readiness (EMCR) leads provincial emergency and disaster risk management, builds and fosters collaborative relationships and partnerships, advances meaningful and lasting reconciliation, and supports all peoples in British Columbia to reduce disaster risk.

    The Recovery Officer plays a major role in delivering Disaster Financial Assistance (DFA) to individuals and local governments in British Columbia. The position approves DFA payments to individuals and small businesses and works closely with Indigenous communities, local government officials and senior staff, engineers, and contractors to review and recommend approval of recovery plans for repairing public sector infrastructure such as roads, bridges, water and sewer systems, dikes and dams. The position also assists in the preparation of claims for federal government cost sharing of major provincial disasters under the Disaster Financial Assistance Arrangements (DFAA).

    Job Requirements:
    Education & Experience
    • Post-secondary diploma (or higher) in business or public administration or related field; OR an equivalent combination of education and experience may be considered.
    • A minimum of six (6) months' experience interpreting and applying legislation, regulations, or policies.
    • Experience analyzing financial information or claims adjudication.
    • Experience with direct interaction with the public who may be under duress, providing both positive and negative responses.
    • A minimum of one (1) year experience in the development/delivery of programs or services to a wide range of clients.
    • A minimum of one (1) year experience communicating with multiple levels of business, industry, or government.
    Preference may be given to applicants with any of the following:
    • Coursework completed in emergency management.
    • One (1) year or more of experience analyzing financial information or claims adjudication.
    Candidates must be willing and able to:
    • Be flexible regarding ongoing changes in responsibilities, assignments, and corporate structures.
    • Work on-call and work extended hours during emergency activations.
    • Travel occasionally.

    About this Position:
    There is one (1)permanent and three (3) temporary positions available.
    Flexible work options are available; this position may be able to work from home a few days a week subject to an approved Telework Agreement.
    Flexible work options may not be available during emergency operations response periods.
    This position can be based in any of the following Ministry of Emergency Management and Climate Readiness offices: Kamloops, Victoria, Prince George, or Surrey.
    Temporary opportunities are available until December 31, 2025. The temporary opportunities may be extended or become permanent.
    An eligibility list may be established to fill future temporary and permanent vacancies.
    Employees of the BC Public Service must be located in BC at the time of employment.
