The Trade, Investment and Food Safety Division expands and diversifies Alberta's food and bio-product manufacturing sector in local and global markets while also providing effective food safety assurance systems


Role:


Reporting to the Director of the Meat and Dairy Inspection Section, the Program Specialist works within a fast-paced complex business environment to maintain the Meat Inspection Program.

The Meat and Dairy Inspection Program is a provincial program that assures compliance and public safety for products produced from more than 800 licensed meat and dairy operations in Alberta.


The Program Specialist will develop, implement and maintain an internal program review process to provide the Government of Alberta with assurance of the effectiveness of its inspection program.

This position will provide professional advice regarding program improvements. This position also tracks and trends data to inform decisions and support policy changes.


The development and delivery of training as part of a change management plan will be critical to assure that Meat Inspection Program is effectively implemented and maintained.

The position is expected to operate independently with mínimal direction.


We are currently seeking a dedicated and knowledgeable Program Specialist to join our Meat and Dairy Inspection Section (MDIS) team.

As a Program Specialist, you will be responsible for ensuring the maintenance and effectiveness of the Meat and Dairy Inspection Program.

Reporting to the Director, you will closely collaborate with the MDIS management team to ensure compliance with regulatory policies, protocols, and procedures.


Key Responsibilities:

  • Regularly review and update regulatory policies, protocols, and procedures to ensure consistency, clarity, relevance, and effectiveness.
  • Conduct proactive research and analysis to identify opportunities for program improvement and provide recommendations to management.
  • Develop and implement change management plans, including training, to ensure successful implementation of program changes.
  • Troubleshoot and assess the effectiveness of program changes.
  • Collaborate with other departments within the Ministry, such as animal health, enforcement, outreach, traceability, and policy, to ensure coordination and alignment with other legislation and policies.
  • Maintain regular communication with provincial, national, and international inspection authorities to exchange knowledge and best practices.

Qualifications:


University graduation in a related field plus four
(4) years progressively responsible related experience; or equivalent as described below.


Equivalencies maybe considered - directly related education or experience considered on the basis of:1 year of education for 1 year of experience; or

1 year of experience for 1 year of education


Additional Requirements:


  • Project management skills are critical to the success of this position

Preference will be given to those with knowledge and experience in the meat and dairy industry.

Assets:


  • Significant knowledge and experience in employing the policy process and developing corporate and program policy
  • An understanding of change management processes and principles
  • Demonstrated experience in program and project management, preferably in a regulatory or inspection environment.
  • Strong research, analytical, and problemsolving skills, with the ability to provide wellfounded recommendations.
  • Knowledge of change management principles and experience implementing process improvements.
  • Excellent interpersonal and communication skills to liaise with internal and external stakeholders.
  • Familiarity with provincial, national, and international inspection standards and practices is advantageous.
  • Proficiency in tracking and analyzing data to monitor program performance and compliance.
  • Ability to participate effectively in crossgovernment committees, projects, or initiatives.
  • A commitment to transparency, fairness, and consistent decisionmaking.
