Position Summary:


Key Duties and Responsibilities:


  • Identify and develop key consumption indicators and data management analysis for AMIbased water meter reading.
  • Provide guidance and advice to staff on matters pertaining to the calculation and issuance of property tax, water, and SWM bills, as well as ensuring controls for complete and accurate billing are maintained.
  • Responsible for the annual operating budget, forecast, and actual results for water, SWM, property taxation revenue, and expense accounts. Responsible for the 10year capital forecast for AMI network, including water meters and data collectors, for growth and state of good repair, capital requirements.
  • Collaborate with York Region's upper and lower tier financial staff on reporting policy needs for property tax, water revenue, and new legislation.
  • Identify and develop strategies to improve the effectiveness of processes for the functions of the section and update sectional policies.
  • Responsible for SWM fee rate structure and data management.
  • Responsible for yearend reporting of property tax, water, SWM, and capital asset fees. Scope includes working with external auditors and Financial Information Return.
  • Monitor utility trends for water and SWM billing and municipal client portals, recommend, and lead process changes.
  • Oversee the Development Charges administrative process.

Education and Experience:


  • Degree in Public or Business Administration or related discipline
  • Professional Accounting Designation (CPA)
  • OMTRA (Ontario Municipal Tax and Revenue Association), considered an asset
  • Lean Six Sigma, considered an asset
  • 5 to 7 years progressive experience in a similar role

Required Skills/Knowledge:


  • Knowledge of the Municipal Act, Assessment Act, and Development Charge Act, associated regulations, and municipal bylaws
  • Knowledge of AMI water metering technology
  • Knowledge of SWM fee and billing trends
  • Proven organization, project management, and data analysis skills
  • Ability to establish relationships and work with staff at all levels
