The Liquid Waste Services Department is seeking a Supervisor, Flow Metering and Data Analysis to join the Sewer and Drainage Technical Services division. The group has a strong foundation in sewer flow metering and analysis, which we are looking to build upon to develop advanced data analytics, system performance monitoring and optimization capabilities. Metro Vancouver is currently in the process of expanding the permanent sewer flow monitoring network and implementing a new data management platform, and this role will play a key part in these initiatives. This position will oversee the work of four technical staff, including two Engineering Technicians, a Hydrologic Technologist and an Operations Data Analyst.

The Supervisor, Flow Metering and Data Analysis reports to the Division Manager and falls within our Professional / Technical, Level 3A job family.

This role:


  • Leads a team of professional staff and works as a specialist responsible for the Flow Monitoring and Data Analysis group within the Sewer and Drainage Technical Services division. Supervises staff and provides oversight in the provision of flow metering and data analytics services for Metro Vancouver and member municipalities; coordinates flow data gathering and sharing between organizations and responds to a variety of data inquiries/issues as required.
  • Leverages data analysis to improve system/work processes, including preparing business cases and advocating for continuous improvement initiatives. Reviews flow metering issues and supports field staff with troubleshooting.
  • Provides support to clients/departments who reply on sewer flow data for modelling and planning purposes.
  • Proposes, sponsors and provides support for capital construction projects for meter upgrades; works collaboratively to define project requirements and provides input into designs.
  • Manages and oversees the work of engineering consultants and contractors for technical issues, meter reviews and upgrades, system/process improvements and temporary flow monitoring services. Responsible for selecting external consultants and contractors, issuing RFP's, recommending awards and ongoing contract administration.
  • Supports the implementation and maintenance of data management systems and platform(s). Develops automated data QA processes and builds capability for the development of "smart" utility opportunities.
  • Contributes to budget preparation and planning; monitors and controls spending ensuring the effective and efficient expenditure of allocated funds within the approved budget. Identifies needs and cost estimates, reporting on progress and variance throughout the year.
  • Hires, supervises, directs and develops staff monitoring team and individual performance towards division, department and corporate objectives. Ensures staff adhere to corporate workplace conduct policies. Leads, coaches and develops staff recognizing the importance of technical and safety training; determines developmental requirements; provides ongoing and timely feedback; and supports the resolution of technical and interpersonal issues staff encounter while doing their work.
  • Performs other related duties as required.

To be successful, you have:


  • Bachelor's degree in engineering, data science, business or other related discipline. 57 years of recent, related experience, or an equivalent combination of training and experience.
  • Membership or eligibility for immediate membership as a Professional Engineer (P.Eng) with Engineers and Geoscientists of BC (EGBC), or as an Applied Science Technologist with the Association of Applied Science Technologist and Technicians of BC (ASTTBC) is an asset.
  • Sound understanding and knowledge of the operations, maintenance and construction of wastewater collection and drainage systems and/or other largescale municipal or regional utility services.
  • Technical aptitude and ability to lead staff, consultants and contractors in the use of a variety of equipment and technologies related to flow metering.
  • Sound budgeting and accounting skills. Ability to monitor operations budgets ensuring the effective and efficient expenditure of allocated funds within the approved budget; ability to assist with budget planning and preparation and cost estimates for internal work requests.
  • Demonstrated supervisory skills including the ability to understand and consistently apply, and explain collective agreements and corporate policies; ability to organize, direct and supervise the work
